The items for the Board of Public Utilities consideration are-. 1) award of a Purchase Order for a 69 kV <br />circuit switch r; and 2) award of Purchase Order for a capacitor bank as part of the Magnolia Plaza <br />Reliability Project. <br />'That the Board of Public Utilities: <br />Approve the award of a Purchase Order in the amount of $62,507.16 to OneSource <br />Distributors, of San Diego, California, for a 69 kV circuit switcher and associated equipment-, <br />and <br />2. Approve the award of a Purchase Order in the amount of $110,152.44 to Controllix Corporation, <br />of Walton Hills, Ohio, for a capacitor bank. <br />On December 7, 2012, the Board of Public Utilities (Board) approved VVork Oder No. 1227700 for the <br />Magnolia- Plaza Reliability Project (MPRP). The Board Memorandum indicated that staff would return to <br />the Board for approval to purchase equipment as required for the project. Approval is now being <br />requested for the purchase of a 69 kV circuit switcher and a capacitor bank. <br />S&C Electric Company's (S &C) 69 kV circuit switcher has been the standard equipment for RPU's <br />substation transformer protection since 2004. Following a formal competitive procurement, Riverside <br />Public Utilities (RPU) began purchasing and installing S&C 69 kV circuit switchers for all new 69 kv <br />circuit it her installations at RPU substations. The use of standard sw itch ers decreases staff training <br />requirements, reduces outage response time when issues arise, and limits the amount of spare part <br />I i 7 <br />RU has to keep in stock. Section 201 (i) of the City's Purchasing Reso u t on No 22516 provides that <br />the Purchasing Services Manager approve a single source for procurement of goods, should it be <br />determined that it is in the best interests of the City to do so. The Purchasing Services Manager has <br />determined that it is in the best interest of the City to contract with S&C's local representative, One <br />Source, for the procurement of a 65 k' circuit switch and associated equipment for the MPRP project. <br />Section 602 of the Purchasing Resolution No. 22576 also provides a Utilities Exception for specialized <br />equipment that is particular to the needs of the City's Public Utilities Department and provides for <br />acquisition by Open Market Procurement (non-formal bids' if the Purchasing Services Manager <br />determines that it is in the City's best interest. The Purchasing Services Manager has determined that it <br />is in the "City's best interest to obtain the Capacitor Bank by Open Market Procurement. <br />
