On March 1, 2014, during a powerful Pacific storm, an equiprnent failure occurred at Harvey Lynn <br />Substation which resulted in a fire that damaged a significant portion of the substation. Irhe loss of <br />equipment at Harvey Lynn Substation (including, but riot limited to, Transformer 3 (T-3) and T-3 <br />switchgear) accelerated the need for the procurement of mobile transformer equipment. This mobile <br />equipment can be utilized at any of RPU's substations and will assist in the reliability of Riverside Public <br />Utilities' (RPU) distribution system, Work Order 141984.9 is requested to procure this mobile equipment. <br />The purchase considered in this Board action are covered under Section 602 of Purchasing Resolution <br />No. 22576 which provides a Utilities Exception for specialized equipment that is patcular to the needs of <br />the City's Public Utilities Department and provides for acquisition by Open Market Procurement (non- <br />formal bids) if the Purchasing Services Manager determines that it is in the City's best interest. The <br />Purchasing Services Manager made such a determination in this case. <br />Transformer coolers are used to reduce transformer heating which significantly increases transformer <br />capacity and maximizes the life of transformers operating near rated capacities. With the T-3 switchgear <br />and transformer at the Harvey Lynn Substation no longer working, transformers T-1 and T-2 are carrying <br />additional load. The transformer coolers will be used on TAI and T-2 to reduce the risk of overheating <br />due to increased demand during the hot summer months. Once the Harvey Lynn T-3 is replaced, the <br />cooling units will be utilized as needed throughout the system. <br />
