The issue for the Board of Public Utilities consideration is approval of a Professional Consulting Services Agreement with Kestrel Power Engineering, LLC in an amount of $56,250 for generating facility testing, modeling and model validation. That the Board of Public Utilities: 1. Approve a Professional Consulting Services Agreement with Kestrel Power Engineering, LLC, of Fairbury, Illinois, in an a mount of $56,250 for the generating facility testing, modeling and model validation for Riverside Energy Resources (".enter generator Units 1 and 2 and Springs generator Units 1-4; and 2. Authorize the City Manager, or his designee, to execute the Agreement. BACKGROUND: North American Electric Reliability Corporation (NERC) Reliability Standards specify modeling data reqUiremeats and reporting procedures for all power system studies, Accurate models of generators and associated controls are necessary for realistic simulations of the western interconnection electric power system. Tests are required at least once every five years and must occur while the units are operating to validate appropriate equipment characteristics. The Riverside Energy Resources Center (RE RC) generator Units 1 and 2, and Springs generator Units 1-4 r- last tested in 2009 and are due for retesting. The test data must be made available to Southern California Edison for submittal no later than August 6, 2014. Testing of RE RC Units 3 and 4 is not, required at this time. Staff issued a Request for Proposals (RFP) requesting consulting and service proposals from qualified vendors. Three proposals were received with Kestrel Power Engineering the lowest responsive and responsible bidder.
