RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PUBLIC U T I IITI ES <br />BOARD OF PUBLIC UTILITIES DATE: February 7, 2014 <br />ITEM NO: 8 <br />SUBJECT: CONSTRUCTION OF THE GAGEIWATERMAN WATER SUPPLY MAINS <br />INTERCONNECTION PROJECT - AWARD OF BID NO. RPU -7213 <br />ISSUE: <br />The item for Board of Public Utilities consideration is approval of a contract award for the construction <br />of the Gage/Waterman Water Supply Mains Interconnection Project — Bid No. RPU -7213. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Approve the capital expenditure of $508,000 for Work Order No. 1325144, which includes all <br />design, construction, contract administration, inspection and construction contingency costs <br />for the GageANaterman Water Supply Mains Interconnection Project — Bid No. RPU -7213; <br />and <br />2. Award a contract for the construction of the Gage/Waterman Water Supply Mains <br />Interconnection Project — Bid No. RPU -7213 to the lowest responsive bidder, Hemet <br />Manufacturing Co., Inc. dba Genesis Construction, of Hemet, California, in the amount of <br />$3431777. <br />BACKGROUND: <br />The Gage/Waterman transmission pipelines serve important roles as major sources of supply to <br />Riverside Public Utilities' (RPU's) water system. Each of these two pipelines deliver groundwater <br />pumped from underground aquifers located in the San Bernardino area to Riverside. At Van Buren <br />Street in the City of Grand Terrace, there is an existing interconnection between these two transmission <br />pipelines, which provides added flexibility when the lower ends of these pipelines need to be shut down <br />for operational or maintenance requirements. While most of the interconnection consists of a 24 -inch <br />diameter pipeline, there is a 950 foot segment of the interconnection which is only 16- inches in <br />diameter; undersized to meet operational needs. <br />The scope of work will generally entail installation of approximately 950 linear feet of new 20 -inch <br />CML &C Steel pipe along with all related valves, fittings and appurtenances parallel to the existing 16-- <br />inch pipeline. A 15 -inch and a 20 -inch pipeline in parallel will deliver flows comparable to what a 24- <br />inch pipeline will deliver. <br />Bids were opened on January 9, 2014. The lowest responsive bid was submitted by Hemet <br />Manufacturing Co., Inc. dba Genesis Construction (Genesis). Staff has reviewed all provided <br />documentation and has determined that Genesis has met all of the requirements of the specifications. <br />
