RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />DATE: February 21, 2014 <br />BOARD OF PUBLIC UTILITIES <br />ITEM NO: 5 <br />SUBJECT: CONSTRUCTION OF THE WATER AND ELECTRIC SYSTEM IMPROVEMENTS <br />FOR THE COLLETT AVENUE EXTENSION PROJECT — WORK ORDER NOS. <br />0913727 (WATER), 0917745 (ELECTRIC) AND 1015016 (STREET LIGHTS) <br />ISSUE: <br />The item for the Board of Public Utilities consideration is approval of capital expenditures for the Water <br />and Electric System Improvements for Work Order Nos. 093727 (Water), 0917745 (Electric) and <br />1015016 (Street Lights). <br />RECOMMENDATION: <br />That the Board of Public Utilities approves the capital expenditures of $579,000 for Work Order No, <br />0913727 (Water), $212,626 for Work Order No. 0917745 (Electric) and $153,014 for Work Order No. <br />1015016 (Street Lights), which includes all design, construction, change order contingencies, system <br />connections, construction management, inspection and geotechnical testing for the Water and Electric <br />System Improvements as part of the Collett Avenue Extension Project. <br />BACKGROUND: <br />On January 22, 2014, the Public Works Department (PW) opened construction bids for the Collett <br />Avenue Extension Project — Bid No. 7190. The project will generally involve the construction of new <br />street improvements along the missing segment of Collett Avenue between Buchanan Street and Pierce <br />Street. The work will include the construction of new curb, gutter, sidewalk, landscaping and asphalt <br />paving, as well as installation of various underground utilities. It is anticipated that this street <br />improvement project will enhance traffic circulation along the City of Riverside's western boundary. <br />This project is located in a hilly region of the City. Due to the extensive grading required to construct the <br />new roadway, Riverside Public Utilities' (RPU) Water and Electric System Improvements were combined <br />with the overall street improvement project. <br />RPU's Water System Improvements will generally entail the construction of approximately 1,660 linear <br />feet of 12 -inch ductile iron pipe, 650 linear feet of 8 -inch ductile iron pipe, two fire hydrants, and all other <br />related fittings and appurtenances. This project falls along the boundary between the 925 and 1100 <br />Pressure Zones. The 12 -inch and 8 -inch pipelines will be part of separate pressure zones. These <br />system improvements will bolster the existing water system by providing additional looping and <br />redundancy in the 925 Pressure Zone, in addition to providing water service and fire protection for future <br />developments along Collett Avenue. <br />RPU's Electric System Improvements include intercepting and extending existing underground <br />infrastructures, installing a pad- mounted structure, transformer and providing new cable installations to <br />provide a three phase loop feed south to Madera Way, as well as installation of new street lights. <br />PW received six bids for this project. The lowest responsive bid was submitted by Griffith Company, of <br />Brea, California, in the amount of $2,563,794.18. The City Council is scheduled to consider this the <br />award of the construction contract during their regular meeting on February 25, 2014.
