RIVERSIDE PUBLIC UTILITIES <br />Jill,& Board Memorandum <br />BOARD OF PUBLIC UTILITIES DATE: February 21, 2014 <br />ITEM NO: 4 <br />SUBJECT: CONTRACT TERM EXTENSION TO THE PROFESSIONAL ENVIRONMENTAL <br />CONSULTING SERVICES MASTER AGREEMENTS WITH ALBERT A. WEBB <br />ASSOCIATES; DUDEK; HELIX ENVIRONMENTAL PLANNING, INC.; ICF JONES <br />& STOKES, INC.; AND RECON ENVIRONMENTAL, INC. <br />ISSUE: <br />The item for the Board of Public Utilities consideration is approval of a no -cost, two -year time extension <br />to five Professional Environmental Consultant Services Master Agreements with Albert A. Webb <br />Associates; Dudek; Helix Environmental Planning, Inc.; ICF Jones & Stokes, Inc.; and Recon <br />Environmental, Inc. through June 30, 2016. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve a no -cost, two -year time extension to five Professional <br />Environmental Consultant Services Master Agreements with Albert A. Webb Associates; Dudek; Helix <br />Environmental Planning, Inc.; ICF Jones & Stokes, Inc.; and Recon Environmental, Inc.. through June <br />30, 2016. <br />BACKGROUND: <br />In 2012, the Riverside Public Utilities (RPU) Water Division staff issued a Request for Qualifications <br />(RFQ) to environmental consulting firms with experience in preparation of National Environmental <br />Policy Act (NEPA) and California Environmental Quality Act (CEQA) documents and related studies. <br />Statements of Qualifications (SOQs) were reviewed and on June 15, 2012, the Board of Public Utilities <br />awarded Professional Consultant Services Master Agreements to the following: Albert A. Webb <br />Associates (Riverside, CA); Dudek (Riverside, CA); Helix Environmental Planning, Inc. (La Mesa, CA); <br />ICF Jones & Stokes, Inc. (Riverside, CA); and Recon Environmental, Inc. (San Diego, CA) in the <br />amount of $250,000 each. The purpose of these Master Service Agreements was to establish an <br />Environmental Consultants Panel to provide professional environmental consulting services on an as- <br />needed basis to support water facility capital projects for a term of two years - June 1, 2012 to June 30, <br />2014. <br />Currently, only one Supplemental Agreement in the amount of $24,995 has been awarded to Dudek; no <br />other work has been awarded to the other four Environmental Consultant Service panel members. <br />Each Master Agreement with Albert A. Webb Associates; Dudek; Helix Environmental Planning, Inc.;. <br />ICF Jones & Stokes, Inc.; and Recon Environmental, Inc. has a not - too - exceed contract amount of <br />$250,000 for work to be performed through the end of the contract term. <br />Extension of the term through June 30, 2016, will allow conservation of RPU staff resources and the <br />resources of proposing environmental firms from having to go through the RFQ /SOQ preparation and <br />review, panel interview and contract negotiation process to establish a new panel for another two -year <br />term. <br />
