R G "W & I Cā€¢ L <br />RIVERSIDE PUBLIC UTILITIES <br />ISSUE: <br />The item for Board of Public Utilities consideration is approval of a contract award for the construction of <br />the Water Transmission Main Valve Replacement Project ā€” Phase III, Bid No. RPU -7212. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Approve the capital expenditure of $535,000 for Work Order No. 1227664, which includes all <br />design, construction, contract administration, inspection and construction contingency costs for <br />the Water Transmission Main Valve Replacement Project ā€” Phase III, Bid No. RPU -7212; and <br />2. Award a contract for the construction of the Water Transmission Main Valve Replacement <br />Project ā€” Phase III, Bid No. RPU -7212 to the lowest responsive bidder, Trautwein Construction, <br />of Riverside, California, in the amount of $368,056. <br />BACKGROUND: <br />The Riverside Public Utilities (RPU) uses transmission mains to move water efficiently throughout its <br />service area. In early 2011, staff identified a list of critical transmission valves to be replaced as part of <br />the ongoing asset management program, On January 20, 2012, the Board of Public Utilities (Board) <br />awarded a construction contract to replace five transmission main valves that were identified to be in <br />immediate need of replacement to enhance system reliability and operational effectiveness. The Board <br />awarded a subsequent construction contract on May 3, 2013 to replace three additional inoperable <br />transmission main valves. <br />The next set of valves to be replaced based on priority is located on 24 -inch, 36 -inch and 48 -inch <br />transmission pipeline segments throughout RPU °s service area (Attachment 1). These three isolation <br />valves are unreliable and they impact staffs ability to operate the system efficiently and effectively. Upon <br />investigation, these valves have been determined non - repairable and were listed as high priority valves <br />to be replaced. Staff is continuing the process of evaluating other transmission main valves to determine <br />their status and priority for replacement. Work associated with additional valves will be presented to the <br />Board for future approval to repair or replace as appropriate. <br />The work of the subject project will generally entail removal and replacement of three transmission main <br />valves with new 24 -inch, 36 -inch and 48 -inch valves, along with all other related fittings, appurtenances <br />and pavement restoration. The system shutdowns needed for this work will be carefully scheduled and <br />coordinated by staff to minimize disruptions to the system, <br />Bids were opened on December 30, 2013. The lowest responsive bid was submitted by Trautwein <br />Construction. Staff has reviewed all provided documentation and has determined that Trautwein <br />Construction has met all of the requirements of the specifications. <br />
