Y is N Y R G Y 'd 6• Yi <br />RIVERSIDE PUBLIC UTILITIES <br />Board <br />d �1� 1111„ Memorandum <br />BOARD OF PUBLIC UTILITIES <br />SUBJECT: CONSTRUCTION <br />APPURTENANCE <br />RPU -7211 <br />ISSUE: <br />DATE: January 17, 2014 <br />ITEM NO: 6 <br />OF THE SAN BERNARDINO TRANSMISSION PIPELINE <br />REPLACEMENT PROJECT - PHASE I — AWARD OF BID NO. <br />The item for Board of Public Utilities consideration is approval of a contract award for the construction of <br />the San Bernardino Transmission Pipeline Appurtenance Replacement Project — Phase I, Bid No. RPU - <br />7211. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Approve the capital expenditure of $876,000 for Work Order No. 1320071, which includes all <br />design, construction, contract administration, inspection and construction contingency costs for <br />the San Bernardino Transmission Pipeline Appurtenance Replacement Project — Phase I, Bid <br />No. RPU -7211; and <br />2. Award a contract for the construction of the San Bernardino Transmission Pipeline <br />Appurtenance Replacement Project — Phase I, Bid No. RPU -7211 to the lowest responsive <br />bidder, Trautwein Construction, of Riverside, California, in the amount of $657,776. <br />BACKGROUND: <br />The San Bernardino Transmission Pipeline is an important facility for Riverside Public Utilities (RPU), as <br />it delivers a significant portion of the City's water supply. This pipeline begins in the City of San <br />Bernardino and makes its way southerly toward the City of Riverside through public street right -of -ways <br />and easement corridors. It ultimately terminates at the Linden /Evans Reservoir Complex located at the <br />corner of Linden Street and Cranford Avenue. This pipeline was originally constructed in the 1920's out <br />of concrete pipe. Although many segments of this pipeline have been replaced over the years with <br />Cement Mortar Lined and Coated Steel Pipe (CML &C), several segments of the original vintage concrete <br />pipe remain. <br />To better understand the overall condition of the remaining segments of concrete pipe and to assist with <br />planning future replacements of these segments, RPU hired URS Corporation (URS) in 2011 to conduct <br />an evaluation of these sections to determine their condition and likelihood of failing in the near horizon. <br />URS' findings prioritized the pipeline segments and appurtenances in need of replacement or <br />rehabilitation based on the risk of failure that each poses. The work of the subject project will cover the <br />highest priority improvements identified. The lower priority improvements will be completed in phases, <br />including the budget and work schedule at a future date; and coordinated with other capital projects, as <br />appropriate. <br />The work of the subject project will generally entail replacement of approximately 220 linear feet of <br />existing concrete pipe with new 42 -inch CML &C Steel pipe along with all related valves, fittings and <br />appurtenances. The work will also involve localized repairs to existing outlets and appurtenances at <br />various locations inside the existing 42 -inch concrete pipeline in addition to all required pavement <br />
