WATER I ENERGY L I F E <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: NOVEMBER 7, 2014 <br />ITEM NO: 6 <br />SUBJECT: ACCEPTANCE OF METROPOLITIAN WATER DISTRICT MEMBER AGENCY <br />FUNDING THROUGH WESTERN MUNICIPAL WATER DISTRICT MEMBER <br />AGENCY ADMINISTERED INCENTIVE PROGRAM FOR INCREASED WATER <br />CONSERVATION BUDGET FOR TURF REMOVAL — SUPPLEMENTAL <br />APPROPRIATION. <br />ISSUE: <br />The issue for Board of Public Utilities consideration is to accept Metropolitan Water District (MWD) <br />Member Agency Funding to augment and reimburse Riverside Public Utilities' turf removal programs. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities recommend that the City Council: <br />Authorize the Finance Director/Treasurer to accept reimbursement for funds up to $3.1 million <br />deposited to the Water Conservation Fund (521) from the Member Agency Administered <br />Incentive Program; <br />2. Approve a supplemental appropriation of up to $3.1 million for the un- programmed account <br />6220200 - 453001 and reimbursement other agencies -WMWD account 0000521 - 345456 in <br />Water Conservation Fund from the Western Municipal Water District through the Member <br />Agency Administered Incentive Program for turf removal programs; <br />3. Authorize a fund transfer in the amount of $1 million from the 520 Water Fund Balance account <br />0000520 - 298000 to the 521 Water Conservation Fund Balance Account 0000521 - 298000; <br />4. Authorize a supplemental appropriation in the amount of $1 million to the Commercial <br />Waterwise Landscape Account 6220200- 457024 in the 521 Water Conservation Fund; <br />5. Authorize the City Manager or his designee to implement the Program modification and to make <br />any minor non - substantive changes necessary to implement the Program modification; <br />6. Authorize the City Manager or his designee to award all rebates within turf removal incentive <br />levels in excess of $50,000 directly to participating customers; and <br />7. Authorize the City Manager or his designee to extend this program through Fiscal Year <br />2019/2020. <br />BACKGROUND: <br />California is currently in the third year of a significant drought that has severely impacted California's <br />water supply and its ability to meet all of the demands for water in the State. On January 17, 2014 <br />Governor Edmund G. Brown, Jr. declared a state of emergency due to the impact of the statewide <br />drought. In March 2014, Governor Brown signed SB 104, a drought relief package, which expanded the <br />State Water Resources Control Board (SWRCB) authority to adopt emergency regulations as it deems <br />
