W A T E R i ENERGY L I F E <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: NOVEMBER 7, 2014 <br />ITEM NO: 5 <br />SUBJECT: REHABILITATION PROJECTS FOR THREE WELLS FOR 2014 -2015; WORK <br />ORDER NO.1508448, FLUME 4 WELL; WORK ORDER NO.1508449, PALMYRITA <br />WELL; WORK ORDER NO.1508450, GARNER 6 WELL <br />ISSUE: <br />The item for Board of Public Utilities consideration is approval of the capital expenditure in an estimated <br />amount $645,000 for a total of three domestic well rehabilitation projects. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities approve the capital expenditure in an estimated amount of $645,000 for <br />the following domestic well rehabilitation projects: <br />1. $215,000 for Work Order No. 1508448, Flume 4 Well; <br />2. $215,000 for Work Order No. 1508449, Palmyrita Well; and <br />3. $215,000 for Work Order No. 1508450, Garner 6 Well. <br />BACKGROUND: <br />The Riverside Public Utilities Department (RPU) produces drinking water from about 50 wells throughout <br />Riverside and San Bernardino. Over time, the wells and pumping plant lose efficiency and require <br />maintenance. Staff has identified six wells that require rehabilitation work during the 2014 -15 winter <br />season: Flume 4, Palmyrita, Garner 6, Van Buren 1, Van Buren 2 and Flume 2. <br />In order to minimize disruptions, staff first seeks Board Authorization and then uses the Water Division's <br />Contractor's Panel to perform the work in coordination with the Water Operations group. Staff has <br />developed the scope of work for the Flume 4, Palmyrita and Garner 6 wells that are included in this <br />authorization request. Staff is currently working with a hydrogeologist to develop the scope of work for <br />the remaining three wells, and will seek approval from the Board of Public Utilities for expenditures for <br />them in the near future. <br />The scope of work for the first three wells includes removal and inspection of the pumping equipment, <br />video surveys, mechanical and chemical cleaning, as needed, and well development work. The initial <br />rehabilitation work will take approximately between six to eight weeks. However, if a new pump or motor <br />are deemed necessary, the duration for each well project would be extended to 12 weeks for completion. <br />FISCAL IMPACT: <br />Costs for well rehabilitation projects in recent years have ranged from approximately $150,000 to <br />$250,000. Although the individual costs for each well rehabilitation project may fall below or exceed this <br />range, the approximate project cost for each well project is estimated at approximately $215,000 as <br />shown on the table below: <br />
