A 0 E k F N E R 6 V L k F L <br />j <br />RIVERSIDE <br />Board Memorandum <br />BOARD OF PUBLIC UTILITIES DATE: NOVEMBER 21, 2014 <br />ITEM NO: 11 <br />SUBJECT: ORANGE SQUARE CUSTOMER SERVICE PAYMENT AND 311 CALL CENTER <br />IMPROVEMENTS <br />ISSUES: <br />The items for Board of Public Utilities consideration are: 1) approval to award Bid No. RPU -7249 to New <br />Dynasty Construction Co. to construct the Customer Service Payment and 311 Call Center (Customer <br />Service Center) at Orange Square; 2) approval to purchase furniture from G/M Business Interiors (GMBI) <br />in accordance with Purchasing Resolution No. 22576, Section 201 (g); 3) approval to award Bid No. <br />7267 to Presidio Networked Solutions Group, LLC for the Cisco data switch; and 4) approval of Work <br />Order No. 1417454 in the amount of $1,645,936. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Reject the bid submitted by Advanced Electronics, Inc. for the construction of the Customer <br />Service Center, Bid No. RPU -7249 as non - responsive; <br />2. Award a contract for the construction of the Customer Service Center, Bid No. RPU -7249 to the <br />lowest responsive bidder, New Dynasty Construction Company, of Tustin, California, in the <br />amount $806,209, including the base bid of $684,135 and Alternate Bid #1 of $122,074; <br />3. Authorize the expenditure of $484,655 to G/M Business Interiors for furniture including the <br />adaptive reuse of existing systems furniture and customer service workstations in accordance <br />with Purchasing Resolution No. 22576, Section 201 (g); <br />4. Reject the bids submitted by Network Hardware Resale and OM Office Supply Inc. for the <br />purchase of the Cisco data switch as non - responsive; <br />5. Award the purchase of the Cisco data switch, Bid No. 7267 to the lowest responsive bidder, <br />Presidio Networked Solutions Group, LLC, of Newport Beach, California, in the amount of <br />$50,245; and <br />6. Approve the estimated capital expenditure for Work Order No. 1417454 in the amount of <br />$1,645,936, including a 15% contingency for general construction. <br />BACKGROUND: <br />In June 2012, approximately 200 employees from Engineering, Water Resources, Marketing /Public <br />Benefits and Administration at Orange Square, 3901 Orange Street, moved to Mission Square, at 3750 <br />University Avenue. On December 7, 2012, the previous General Manager, Dave Wright, presented the <br />Riverside Public Utilities (RPU) long -range space plan ( "Plan ") to the Board of Public Utilities. The Plan <br />recommended consolidating downtown locations to create a "campus" for Utility employees between the <br />newly leased Mission Square, Orange Square and City Hall, to provide for optimum deployment of staff <br />
