WATER
ERGY
PUBLIC UTILITIES
BOARD OF PUBLIC UTILITIES
RIVERSIDE PUBLIC UTILITIES
Board Memorandum
DATE: DECEMBER 12, 2014
ITEM NO: 10
SUBJECT: CONSTRUCTION OF THE CENTRAL AND SUNNYSIDE WATER MAIN
REPLACEMENT PROJECT — WORK ORDER NO. 1420056
ISSUE:
The item for Board of Public Utilities consideration is approval of the capital expenditure in the amount
of $1,795,000 to construct the Central and Sunnyside Main Replacement Project.
RECOMMENDATION:
That the Board of Public Utilities approve the capital expenditure of $1,795,000 for Work Order No.
1420056, which includes all design, construction, paving, contract administration, inspection and
construction contingency costs for the Central and Sunnyside Water Main Replacement Project.
BACKGROUND:
The construction of the Central and Sunnyside Water Main Replacement Project is part of Riverside
Public Utilities' (RPU) on -going water main replacement program to replace old and high priority leaky
mains. The project area consists of existing 2 -inch, 4 -inch, 6 -inch and 12 -inch asbestos cement, cast
iron and steel water mains that were installed between 1929 and 1962 and have required numerous
repairs due to leaks over the past several years. Based on their leak history, these water pipelines have
been identified as high priorities for replacement to increase system reliability.
The work will generally entail the construction of approximately 4,600 linear feet of 8 -inch ductile iron
pipe, 1,400 linear feet of 12 -inch ductile iron pipe, nineteen fire hydrants, 145 service tie -avers and
thirteen system connections, along with all necessary fittings and appurtenances. The work identified
will be constructed by the Water Division's field forces. Other than routine service tie - overs, this project
is not expected to disrupt service to RPU water customers.
Once the new water pipelines are installed, RPU will be responsible for standard trench repaving per
the Public Works Department (PW) standard. Staff will solicit paving bids for paving the trench area
from RPU's Paving Contractor Panel. A budgetary estimate for the paving work has been included in
this authorization.
Staff has coordinated with PW regarding the allowable working hours for the project. The work is
scheduled to occur during daytime hours, with certain portions of the work to be coordinated to occur
during off-peak travel hours.
