RPU -7286 <br />ISSUE: <br />The item for Board of Public Utilities consideration is approval of a contract award for the construction of <br />the California and Monroe Water Main Replacement Project — Bid No. RPU -7286. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Award a contract for the construction of the California and Monroe Water Main Replacement <br />Project — Bid No. RPU -7286 to David T. Wasden, Inc., of Riverside, California, in the amount of <br />$623,154.14; and <br />2. Approve the capital expenditure of $973,500 for Work Order No. 1415931, which includes all <br />design, construction, contract administration, inspection and construction contingency costs for <br />the California and Monroe Water Main Replacement Project — Bid No. RPU -7286. <br />BACKGROUND: <br />The construction of the California and Monroe Water Main Replacement Project is part of Riverside <br />Public Utilities' (RPU) on -going water main replacement program to replace old and high priority leaky <br />mains. The project area consists of existing 6 -inch cast iron water mains that were installed between <br />1956 and 1957 and have required numerous repairs due to leaks over the past several years. Based on <br />their leak history and age, these water pipelines have been identified as high priorities for replacement to <br />increase system reliability. <br />Riverside County Flood Control and Water Conservation District ( RCFCWC) will be undertaking a major <br />overhaul of the Monroe Storm Channel which is located along Monroe Street in the vicinity of this project. <br />The storm channel improvements are scheduled to begin in early summer of 2015. The Riverside Public <br />Works Department (PW) is planning to follow the storm channel improvements with new asphalt <br />pavement along Monroe Street as part of their arterial roadway resurfacing program. Staff has <br />coordinated with RCRCWC and PW, and the water pipeline replacement work has been arranged to take <br />place in advance of the storm channel and pavement improvements. <br />The water pipeline work will generally entail the construction of approximately 2,080 linear feet of 12 -inch <br />ductile iron pipe, 370 linear feet of 8 -inch ductile iron pipe, 210 linear feet of 4 -inch ductile iron pipe, 17 <br />water services, 8 fire hydrants and 11 system connections, along with all necessary fittings and <br />appurtenances. The trench resurfacing is also included, per PW paving standards. Subsequent to the <br />pipeline work, PW is scheduled to complete the final surface paving as part of their roadway resurfacing <br />improvements on Monroe Street. <br />Staff has coordinated with PW regarding the allowable working hours and traffic control for this project. <br />The work is scheduled to occur during normal daytime hours. <br />
