FOR <br />HYDROGEOLOGICAL CONSTRUCTION INSPECTION SERVICES <br />ISSUES: <br />The issues for Board of Public Utilities consideration are 1) approval of the capital expenditure in an <br />estimated amount of $430,000 for two domestic well rehabilitation projects and 2) approval of a <br />Professional Services Agreement with Geoscience Support Services, Inc. for hydrogeological <br />construction inspection services. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Approve the capital expenditure in an estimated amount of $430,000 for the following two <br />domestic well rehabilitation projects: <br />a. $215,000 for Work Order No. 1508452, Van Buren 1 Well; and <br />b. $215,000 for Work Order No. 1508453, Van Buren 2 Well; and <br />2. Approve a Professional Services Agreement with Geoscience Support Services <br />Incorporated for hydrogeological construction inspection services for the Fiscal Year 2015 <br />well rehabilitation projects. <br />BACKGROUND: <br />The Riverside Public Utilities Department (RPU) operates and maintains over 50 water wells throughout <br />Riverside and San Bernardino to supply drinking water to the City of Riverside. Over time, the wells lose <br />efficiency due to normal incrustation of minerals and metals in the walls of the well; and moving <br />components in the pump assemblies deteriorate under normal wear and tear. As a result, water wells <br />and pump assemblies require maintenance. <br />On October 27, 2014, staff issued a Request for Proposals (RFP) to eight consulting firms to provide <br />specialized professional hydrogeological support services for RPU's Fiscal Year 2015 Well Rehabilitation <br />Program. Support services consisted of technical inspection, support for responding to questions from <br />RPU staff and well rehabilitation contractors during the course of the project, technical direction during <br />the work and review and analysis of data collected during well redevelopment and aquifer testing. <br />In order to expedite work and minimize disruptions to well operations, staff obtained Board authorization <br />on November 7, 2014, for three projects to rehabilitate the following water wells: Flume 4, Palmyrita and <br />Garner 6. As part of this Board item, staff was authorized to utilize the Water Division Contractor's Panel <br />to minimize disruptions to these water wells. In addition to these water wells, staff identified two water <br />wells that need maintenance during the current Fiscal Year: Van Buren 1 and Van Buren 2. <br />Staff has recently developed the scope of work for the Van Buren 1 and Van Buren 2 wells that are <br />included in this authorization request. The scope of work for the Van Buren wells includes removal and <br />inspection of the pumping equipment, video surveys, mechanical and chemical cleaning, as needed, and <br />
