PUBLIC UTILITIES <br />RIVERSIDE PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES <br />Board Memorandum <br />DATE: DECEMBER 12, 2014 <br />ITEM NO: 5 <br />SUBJECT: SUB - TRANSMISSION AND SUBSTATION PROTECTION IMPROVEMENT STUDY <br />-- WORK ORDER NO. 1508457 <br />ISSUE: <br />The issue for Board of Public Utilities consideration is approval of Work Order No. 1508457 to perform a <br />sub - transmission and substation protection improvement study. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the capital expenditure of $225,000 for Work Order No. <br />1508457 for a sub - transmission system and substation protection improvement study. <br />BACKGROUND: <br />The protection system is a critical element that directly affects the electric system integrity and reliability. <br />The Electric System Master Plan recommended a comprehensive protection system coordination study <br />for Riverside Public Utilities' (RPU) sub - transmission system and substations. There have been <br />significant changes to RPU's sub - transmission system as a result of the Sub - Transmission Project, and <br />Riverside Transmission Reliability Project will bring additional changes. These system configuration <br />modifications further drive the need to evaluate the overall protection scheme. <br />Relays form the backbone of the protection system. RPU is actively replacing outdated <br />electromechanical relays with new technology high performance microprocessor -based relays. This <br />change also necessitates a thorough review of the relay protection schemes to take full advantage of <br />their capabilities. <br />Staff recommends conducting a comprehensive protection study that will include a detailed analysis of <br />the protection system, a thorough review of RPU's sub - transmission and substation system models, and <br />recommendations for protective relay schemes to enhance system reliability for all RPU customers. <br />Capital improvement project(s) will be initiated based on the results of the study. <br />The Protection Improvement Study will be performed by a consultant from the Energy Delivery <br />Engineering Consultant Panel and will be supervised by RPU engineering staff. <br />The project breakdown is proposed as follows: <br />Project Breakdown <br />Consultant Services: <br />$200,000 <br />RPU Engineering and Overhead: <br />$25,000 <br />Total <br />$225,000 <br />
