RPU-7295 <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval of a contract award for the construction of <br /> the Brunton 1-R Well Project (Phase II), Bid No. RPU-7295. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Award a contract for the construction of the Brunton 1-R Well Project {Phase II}, Bid No. RPU- <br /> 7295 to the lowest responsive bidder, Hemet Manufacturing Co., Inc. dba Genesis Construction <br /> of Hemet, California, in the amount of$1,075,777; and <br /> 2. Approve an additional capital expenditure in the amount of $1,421,000 for a new total for Work <br /> Order No. 1501422 in the amount of $2,549,900, which includes all design, construction, <br /> change order contingencies, construction management and inspection for the Brunton 1-R Well <br /> Project{Phase II}, Bid No. 7295. <br /> BACKGROUND: <br /> The Riverside Basin provides about 30% of Riverside Public Utilities Department's (RPU) water supply. <br /> RPU's right to produce water from the Riverside Basin is far more flexible than its right to produce water <br /> from the Bunker Hill Basin in San Bernardino. Under the judgment that adjudicated the two basins <br /> (commonly referred to by RPU as the "1969 judgment"), Riverside's extraction rights from the Riverside <br /> basin are not subject to the same limitations as with the Bunker Hill basin. For this reason, wells in the <br /> Riverside basin are important in maximizing RPU's water rights. <br /> Due to aging wells and lowering water tables, RPU's ability to use the Riverside Basin has diminished. <br /> The Board awarded a contract to Geoscience for Geohydrologic Consulting Services on June 21, 2013. <br /> As part of its work, Geoscience analyzed the capacity of the North Orange area of the Riverside Basin <br /> and found that it could support two new wells. <br /> The Brunton 1-R Well project is for the construction of the first of these two wells. This well is planned to <br /> replace Brunton 1 Well, which was originally drilled in 1953 and is no longer in service. The new well is <br /> estimated to provide up to 2,700 acre-feet per year (AFY) of potable water and will help manage water <br /> rights, meet future water demands, improve system reliability and restore production capacity within the <br /> North Orange Well Field. The new well site is located along the westerly edge of property owned by RPU <br /> which was formerly the Riverside Golf Course near the intersection of Columbia Avenue and Orange <br /> Street in the City of Riverside. <br /> On October 17, 2014, the Board of Public Utilities awarded a construction contract to Best Drilling and <br /> Pump, Inc. for the well drilling phase of this project (Phase 1) and approved a capital expenditure in the <br /> amount of$1,12$,900 for Phase I. <br /> The second phase of this project will generally entail equipping the new well with a pump and motor, <br /> electrical equipment, a control building, yard piping and construction of approximately 560 linear feet of <br />
