IN A V E R Nil 4 E F, ilin"f L I F E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: FEBRUARY 20, 2015 <br /> ITEM NO: 5 <br /> SUBJECT: ELECTRIC SCADA SYSTEM HARDWARE, SOFTWARE, AND NETWORK <br /> UPGRADE PROJECT -WORK ORDER NO. 1024305 <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval of additional funds in the amount of <br /> $150,000 for Work Order No. 1024305. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve additional capital expenditure of $150,000 for Work Order No. <br /> 1024345. <br /> BACKGROUND: <br /> Riverside Public Utilities (RPU) Electric Supervisory Control and Data Acquisition (SCADA) is a <br /> centralized network of computer systems used to monitor and control the City's electrical transmission <br /> and distribution grid. The electric power system dispatchers use SCADA to reliably operate the RPU grid <br /> and maintain real-time system situational awareness. Due to its critical functions, the SCADA system is <br /> designed to be redundant ensuring reliable operations twenty-four hours per day and 365 days per year. <br /> The Utilities Operations Center (UOC) is the primary SCADA site and the Riverside Energy Resource <br /> Center (RERC) serves as a backup site. <br /> The current SCADA system was installed in 2006 and is reaching the end of its expected life. The <br /> current electric SCADA Upgrade Project is upgrading all software and replacing all essential hardware, <br /> allowing RPU to meet stringent North American Electric Reliability Corporation Critical Infrastructure <br /> Protection (NERC CIP) requirements. <br /> Additional funding in the amount of $154,000 is required to procure supplemental system and network <br /> hardware, Cisco network support and ancillary electrical and communication equipment not identified in <br /> the original scope of work. The additional work is necessary to address network design changes and <br /> deficiencies discovered at the Primary-UOC and Backup-RERC installation sites as a result of the final <br /> installation details. The site deficiencies include physical mounting, UPS capacity (uninterruptible power <br /> supply), air conditioning and communication capabilities.
