W A i E R E k E R G 5' <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: MARCH 5, 2015 <br /> ITEM NO: 8 <br /> SUBJECT: HARVEY LYNN SUBSTATION POWER TRANSFORMER AND SWITCH GEAR <br /> REPLACEMENT— INCREASE FUNDING FOR WORK ORDER NO. 1418023 <br /> ISSUE: <br /> The issue for Board of Public Utilities consideration is approval to increase funding for Work Order No. <br /> 1418023 in the amount of$350,000. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve a $350,000 increase to Work Order No. 1418023. <br /> BACKGROUND: <br /> On March 1, 2014, in the midst of a severe Pacific rainstorm and lightning in the area, the Riverside <br /> Public Utilities (RPU) electrical system experienced an outage on three sub transmission lines and a <br /> severe fire at the Harvey-Lynn Substation on Schuyler Street in the La Sierra Neighborhood. As a result <br /> of the fire damage, the Harvey Lynn #3 transformer and switch gear, 69kV breaker#6 and one 69kV bus <br /> disconnect switch were destroyed. <br /> On March 21, 2014, the Board of Public Utilities approved Work Order No. 1418023 in the amount of <br /> $2,700,000 based on a preliminary cost estimate. At that time, the Board report noted that any additional <br /> facility modifications not identified in the initial scope of work used to prepare the estimate would <br /> increase the cost of repairs. As the project unfolded, staff identified additional scope to complete the <br /> project. <br /> The limited physical space around the replacement transformer T3 necessitated structural modifications <br /> to maintain adequate safety spacing at an estimated cost of $45,000. After complete analysis, the final <br /> seismic engineering required construction of a new transformer foundation at a cost of$125,000. Finally, <br /> additional distribution circuit work was necessary to adequately supply customers during the peak of <br /> summer 2014. This included temporary high voltage cable, switchgear field modifications, and additional <br /> circuit capacitors. The additional cost for this distribution work including labor and material is $180,000. <br /> Based on these costs, staff estimates a $350,000 increase in funds to Work Order No. 1418023 is <br /> required to complete the project. <br /> Work is progressing on schedule. The transformer was delivered in February 2015 and the new <br /> switchgear is expected in April 2095. The restoration project is scheduled to be completed in June 2015. <br /> FISCAL IMPACT: <br /> The increase to Work Order No. 1418023 is $350,000. Sufficient funds are available in the Public <br /> Utilities' Substation Equipment Replacement Account No. 6130000-470625. <br />
