W A 7 W tE M'i Ihl I1: II:il Ilia 1' 't.. .I F df <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: MARCH 6, 2015 <br /> ITEM NO: 7 <br /> SUBJECT: ACQUISITION EXPENDITURES IN CONNECTION WITH THE RIVERSIDE <br /> TRANSMISSION RELIABILITY PROJECT <br /> ISSUES: <br /> The issues for Board of Public Utilities consideration are: 1) Approval of an expenditure not to exceed <br /> $71,500 for the acquisition of an easement on Assessor Parcel Number (APN) 155-290-061, located at <br /> 6458 Van Buren Boulevard, Riverside, CA and 2]Approval of an expenditure not to exceed $176,165 for <br /> the acquisition of an easement on APN 234-160-069, located at 10170 Indiana Avenue, Riverside, CA. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities approve and recommend that the City Council approve: <br /> 1. The expenditure of $71,500 to cover the cost of the easement over APN 155-290-061, escrow <br /> and title fees associated with the acquisition; and <br /> 2. The expenditure of$176,165 to cover the cost of the easement over APN 234-160-061, escrow <br /> and title fees associated with the acquisition. <br /> BACKGROUND: <br /> The Riverside Transmission Reliability Project (RTRP) is a joint project with Southern California Edison <br /> (SCE) which provides Riverside Public Utilities (RPU) a second connection to the state electric <br /> transmission grid to address long-term capacity and reliability needs of the City's electric utility system. <br /> SCE's portion of the project includes construction of approximately 10 miles of double-circuit 230kV <br /> transmission lines and a 230kV switchyard. RPU's portion of the project includes the installation of <br /> approximately 10 miles of 69kV sub-transmission lines, construction of a new substation, improvements <br /> to five existing substations, relocation of existing distribution lines and installation of new <br /> telecommunication lines. The total approved funding for the RTRP Work Order No. 642975 is currently <br /> $42,605,521 <br /> RPU staff has been coordinating the easement acquisition process for RTRP with the Real Property <br /> Services Division of the Community Development Department. Ninety-five (95) easements are required <br /> for the construction of the 69kV sub-transmission portion of the RTRP. Only six (6) easements require <br /> Board and City Council approval since they are each valued over $50,000. Easements valued below <br /> $50,000 are approved administratively through the Real Property Services Division. The acquisition of <br /> the easements and right-of-way over APNs 155-290-061 and 234-160-061, which are considered in this <br /> Board action, have completed final negotiations and staff is now requesting approval. Four (4) additional <br /> properties are anticipated to be presented to the Board for approval at a future meeting once <br /> negotiations are completed. All easements are required to be finalized prior to construction. Staff <br /> anticipates that construction will start in Fall 2015. <br />
