Board Memorandum <br /> BOARD OF PUBLIC UTILITIES DATE: APRIL 2, 2015 <br /> ITEM NO: 15 <br /> SUBJECT: POWER PURCHASE AGREEMENT BETWEEN SOLAR STAR CALIFORNIA <br /> XXXIX, LLC AND THE CITY OF RIVERSIDE — SAN BERNARDINO WELLS SOLAR <br /> PHOTOVOLTAIC PROJECT <br /> ISSUE: <br /> The issue for Board of Public Utilities consideration is the approval of the Power Purchase Agreement <br /> (PPA) between Solar Star California XXXIX, LLC (Solar Star) and the City of Riverside for a cumulative <br /> 5.5 megawatt (MW) renewable solar photovoltaic (PV) energy to be located on various City-owned <br /> Scheuer & Garner Wells and Gage Wells properties (Well Sites) in the County of San Bernardino (San <br /> Bernardino Wells Solar Project). <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities recommend that the City Council: <br /> 1. Approve the 25-year Power Purchase Agreement (PPA) between Solar Star California XXXIX, <br /> LLC and the City of Riverside to design, construct and operate a cumulative 5.5 MW solar <br /> photovoltaic (PV) power plant located on the Well Sites; <br /> 2. Authorize the City Manager, or his designee, to execute the PPA, as well as any future <br /> amendments or extensions to the PPA under terms and conditions substantially similar or <br /> superior to this PPA; <br /> 3. Authorize the City Manager, or his designee, to execute any documents necessary to <br /> administer the PPA that are consistent with the established policies of the City Council; and <br /> 4. Authorize the City Manager, or his designee, to terminate the PPA for circumstances provided <br /> in the PPA. <br /> BACKGROUND: <br /> On June 1, 2012, the Board of Public Utilities approved a Professional Services Agreement with <br /> Kennedy/Jenks Consultants to complete a Water Energy Management Master Plan (WEMMP). The plan <br /> was complete in April 2014 and included a recommendation to reduce electricity costs by installing solar <br /> photovoltaic at some of Riverside Public Utilities (RPU) water Well Sites within Southern California <br /> Edison's (SCE) service territory. <br /> On February 06, 2014, RPU issued a Request for Qualifications (RFQ) seeking a vendor to develop and <br /> operate multiple solar photovoltaic sites within the County of San Bernardino. On February 28, 2014, 11 <br /> Statements of Qualifications (SOQ) were received by the submittal deadline. A team comprised of staff <br /> from the Power Resources Division and Water Division conducted a comprehensive evaluation of the <br /> responses and selected eight proposers for further evaluation. <br />
