RPU-7303 <br /> ISSUES: <br /> The items for Board of Public Utilities consideration are: 1) approval to award Bid No. RPU-7303 to New <br /> Dynasty Construction Co. to construct the Mission Square Fifth Floor Multi-Purpose Room Improvement <br /> project; 2) approval to purchase furniture from G/M Business Interiors (GMBI) in accordance with <br /> Purchasing Resolution No. 22576, Section 201 (g); and 3) approval of Work Order No. 1415543 in the <br /> amount of $630,034. The net cost to the utility will be $205,034 after application of the tenant <br /> improvement allowance provided in the current Mission Square lease agreement. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Reject the bid from Ultimate Development, Inc. as non-responsive and award a contract for the <br /> construction of the Mission Square Fifth Floor Multi-Purpose Room, Bid No. RPU-7303 to the <br /> lowest responsive bidder, New Dynasty Construction Co., of Tustin, California, in the amount <br /> $393,744; <br /> 2. Authorize the expenditure of $117,371 to G/M Business Interiors for furniture including <br /> computer training tables, multi-purpose tables, chairs and casework in accordance with <br /> Purchasing Resolution No. 22576, Section 201 (g); and <br /> 3. Authorize the estimated capital expenditure for Work Order No. 1415543 in the amount of <br /> $630,034, including a 10% contingency for general construction. <br /> BACKGROUND: <br /> In June 2012, approximately 200 Riverside Public Utilities ("RPU") employees from Engineering, Water <br /> Resources, Marketing/Public Benefits and Administration moved from Orange Square, 3901 Orange <br /> Street, to Mission Square, at 3750 University Avenue. On December 7, 2012, the previous General <br /> Manager, Dave Wright, presented the RPU long-range space plan ("Plan") to the Board of Public Utilities. <br /> The Plan recommended consolidating downtown locations to create a "campus" for RPU employees <br /> between the newly leased Mission Square, Orange Square and City Hall, to provide for optimum <br /> deployment of staff and management. The Board and City Council approved the Plan on December 7, <br /> 2012 and December 11, 2012, respectively. Under the Plan, the Customer Service Payment and 311 <br /> Call Center currently located at Utility Plaza, 3460 Orange Street, would move to Orange Square to <br /> utilize the space vacated by the employees who moved to Mission Square. <br /> On September 5, 2014, the Board asked staff to provide an update on the Plan and also provide an <br /> outline for the utilization and plan for the 2,900 square feet of unoccupied, unimproved space at Mission <br /> Square. On October 17, 2014, the General Manager re-reviewed the Plan with the Board for consolidating <br /> RPU operations to fully utilize existing leased and owned facilities, including plans for Mission Square. <br />
