W A 'C k R E N f k 4ri 'Y 1_ S S f( <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L .I C U I :I: L .I.. .I I E S <br /> BOARD OF PUBLIC UTILITIES DATE: APRIL 2, 2015 <br /> ITEM NO: 10 <br /> SUBJECT: CONSTRUCTION OF THE LA SIERRA PRESSURE REDUCING STATION <br /> REPLACEMENT PROJECT—WORK ORDER NO. 1508407 <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval of the capital expenditure in the amount <br /> of $325,500 to construct the La Sierra Pressure Reducing Station Replacement Project. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the capital expenditure of $325,500 for Work Order No. <br /> 1508407, which includes all design, construction, paving, contract administration, inspection and <br /> construction contingency costs for the La Sierra Pressure Reducing Station Replacement Project. <br /> BACKGROUND: <br /> The La Sierra Pressure Reducing Station (PRS) was constructed in 1986 to serve the 925 pressure <br /> zone. It currently is used as a back-up for similar stations at Magnolia and Polk. This PRS has <br /> suffered significant corrosion damage and is undersized for current zone demands. This PRS needs to <br /> be replaced and upsized to ensure that reliable and uninterrupted service can be provided to customers <br /> within the 925 pressure zone. A short section of 8-inch pipeline in La Sierra Avenue also needs to be <br /> upsized to 12-inches to enable the station to work at its maximum capacity. <br /> The work will generally entail the construction of approximately 170 linear feet of 12-inch ductile iron <br /> pipe, installing one 6-inch and one 8-inch pressure reducing valve in an underground vault, along with <br /> all necessary fittings and appurtenances, abandoning the existing PRS, and restoring sidewalk and <br /> street to original condition. The work identified will be constructed by the Water Division's field forces. <br /> This project is not expected to disrupt service to Riverside Public Utilities (RPU)water customers. <br /> The existing La Sierra PRS is located near the boundary between the City of Riverside and the County <br /> of Riverside (County). Staff has coordinated with the County regarding the necessary encroachment <br /> permits. <br /> Once the new water pipelines are installed, RPU will be responsible for standard trench repaving per <br /> the Public Works Department (PW) and County standards. Given the relatively small size of this <br /> project, PW's paving crew will perform the trench resurfacing following pipe installation. If the work <br /> schedule of PW crews is not able to accommodate the pavement work soon after the pipeline <br /> installation, staff will solicit paving bids for resurfacing the trench area from RPU's Paving Contractor <br /> Panel. A budgetary estimate for the paving work has been included in this authorization. <br /> Staff has coordinated with PW regarding the allowable working hours and timing for the project. The <br /> work is scheduled to occur during normal daytime hours during summer break to minimize disruptions <br /> to the nearby Arizona Middle School. <br />
