N G Y I I I E <br /> ' ' RIVERSIDE PUBLIC UTILITIES <br /> .a <br /> �11 W& <br /> Board Memorandum <br /> F UBI_ IC U 'T' IL, I 'r 'IE5 <br /> BOARD OF PUBLIC UTILITIES DATE: MAY 1, 2015 <br /> ITEM NO: 11 <br /> SUBJECT: BID NO. 7289 — AWARD OF CONTRACT FOR THE PLAZA SUBSTATION BLOCK <br /> WALL CONSTRUCTION - MAGNOLIA PLAZA RELIABILITY PROJECT - WORK <br /> ORDER NO. 1227700 <br /> ISSUE: <br /> The issue for Board of Public Utilities consideration is approval of award for the Plaza Substation Block <br /> Wall construction contract, Bid No. 7289, to the lowest responsive bidder, Genesis Construction of <br /> Hemet, California, in the amount of$640,777. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the award of a contract for Plaza Substation Block Wall, Bid <br /> No. 7289, to the lowest responsive bidder, Genesis Construction of Hemet, California, in the amount of <br /> $640,777. <br /> BACKGROUND: <br /> The Magnolia-Plaza Reliability Project (MPRP) was approved by the Board of Public Utilities (Board) on <br /> December 7, 2012, to maintain electric service reliability and capacity needs in the City of Riverside. <br /> MPRP includes site improvements and physical expansion of the Plaza Substation on Elizabeth Street <br /> east of Magnolia Ave. <br /> Bid No. 7198 included street improvements, electrical underground installations, and block wall <br /> construction for the Plaza substation improvements. The single bid was considered non-responsive <br /> because the bidder did not meet the specified experience qualification. On July 18, 2014, the Board <br /> rejected all bids for Bid No. 7198 for the site preparation and improvements at Plaza Substation. After <br /> reducing the project scope, the block wall construction package was rebid as Bid No. 7268. <br /> Bid No. 7268 produced two bids. One bid was deemed non-responsive due to violations of the <br /> Subletting and Subcontracting Fair Practices Act. The second and lowest responsive bid exceeded the <br /> engineer's estimate by 76%. Award of this bid would have adversely impacted the project budget. On <br /> October 17, 2014, the Board rejected all bids for Bid No. 7268. Staff further revised the specifications <br /> and reduced the scope of work in order to attract a wider pool of bidders. <br /> Bid No. 7289 was issued on February 26, 2015, specifically for the installation of a new block wall at <br /> Plaza Substation. This revised bid successfully attracted a large pool of bidders.
