W t is Li,� r R 9y Lau' i'-: RIVERSIDE PUBLIC UTILITIES Board Memorandum BOARD OF PUBLIC UTILITIES DATE: MAY 1, 2015 ITEM NO: 12 SUBJECT: CONSTRUCTION OF THE FLOWER STREET WATER MAIN REPLACEMENT PROJECT—WORK ORDER NO. 1505939 ISSUE: The issue for Board of Public Utilities consideration is approval of a capital expenditure in the amount of $575,500 to construct the Flower Street Water Main Replacement Project. RECOMMENDATION: That the Board of Public Utilities approve the capital expenditure of $575,500 for Work Order No. 1505939, which includes all design, construction, paving, contract administration, inspection and construction contingency costs for the Flower Street Water Main Replacement Project. BACKGROUND: The construction of the Flower Street Water Main Replacement Project is part of Riverside Public Utilities' (RPU) ongoing water main replacement program, intended to replace old and high priority leaky mains. The project area consists of existing 2-inch and 4-inch steel water mains that were installed between 1946 and 1953 and have required repairs due to leaks over the past several years. Based on their leak history and size, these water pipelines have been identified as high priorities for replacement to increase system reliability and increase fire flow. The work will generally entail the construction of approximately 1,060 linear feet of 8-inch and 660 linear feet of 4-inch ductile iron pipe, three fire hydrants, 37 service tie-overs and five system connections, along with all necessary fittings and appurtenances. The new water facilities will be installed according to RPU's current standards. The work identified will be constructed by the Water Division's field forces. Other than routine service tie- overs, this project is not expected to disrupt service to RPU water customers. Once the new water pipelines are installed, RPU will be responsible for standard trench repaving per the Public Works Department (PW) standards. Staff will solicit paving bids for resurfacing the trench area from RPU's Paving Contractor Panel. A budgetary estimate for the paving work has been included in this authorization.
