<br />, <br /> <br />CITY OF RIVERSIDE <br /> <br />REDEVELOPMENT AGENCY MEMORANDUM <br /> <br />Honorable Mayor & Agency Members <br /> <br />Date: <br />Item No.: <br /> <br />April 17,2001 <br />5 <br /> <br />Subject: <br /> <br />A Public Hearing to Approve the Proposed 2000-2005 Housing Implementation Plan for the <br />Downtown/Airport Merged Project, the University Corridor/Sycamore Canyon Merged <br />Project, the Casa Blanca Project; the Arlington Project, and the Magnolia Center Project <br />Areas. <br /> <br />Background <br /> <br />The Redevelopment Agency is required to approve a detailed Housing Implementation Plan for its <br />redevelopment-related housing programs (n Redevelopment Housing Implementation Plann) as part of the State of <br />California Legislation enacted in 1993 (Section 33490 of the Health and Safety Code). The Law allows the <br />Redevelopment Housing Implementation Plan to be adopted in conjunction with the Housing Element of the <br />City's General Plan. A copy of the proposed 2000-2005 Redevelopment Housing Implementation Plan is attached <br />to this report. <br /> <br />The Agency has chosen to combine all the Redevelopment Project Areas in the Housing Implementation Plan into <br />one document. Much of the research and data required for the Housing Implementation Plan is also required to be <br />compiled/analyzed for the Housing Element. The update to the Housing Element for the City of Riverside was <br />completed in January 2001. The Housing Implementation Plan has been reviewed with each of the remaining <br />Project Area Committees and is ready for consideration and adoption by the Agency. The Redevelopment <br />Agency Board authorized a public hearing for the Housing Implementation Plan on March 30, 200 I. <br /> <br />Current Issue <br /> <br />Staff is requesting that the Redevelopment Agency Board take public comment, and approve the Housing <br />Implementation Plan as it is attached to this report. The Redevelopment Agency Board approved a public hearing <br />regarding the Housing Implementation Plan on March 20, 200 I. The Housing Implementation Plan has had <br />appropriate Notice, published in the Riverside Press Enterprise, as required by law (published on 3/23, 3/30, and <br />4/6). In brief, the Housing Implementation Plan analyzes projected housing needs for the next five years, lists <br />Agency goals and requirements for the production of low to moderate income housing (including special needs <br />populations), and finally recommends strategic steps to meet affordable housing goals. <br /> <br />Fiscal 1m pact <br /> <br />The only financial impact to the Agency as a result of this approval is the minimal cost associated with the <br />advertisement ofthe public hearings, and staff time. <br /> <br />Alternatives <br /> <br />Not to adopt the 2000-2005 Redevelopment Housing Implementation Plan at this time, and/or to suggest changes <br />to the Plan. <br /> <br />Recommendation <br /> <br />That the Redevelopment Agency: <br /> <br />I.
