Jeff McConnel, Smartlink, LLC, <br /> stated they were in agreement with the conditions. He addressed the <br /> concerns of the residents. He distributed a map showing the location of <br /> the residents that signed the petition and noted that the visual impacts to <br /> these homes will be none or minimal. There were no comments from the <br /> audience. Following discussion the Planning Commission recommended Motion M <br /> that the City Council: 1) Determine that Planning Case P14-0177 will not Second S <br /> have a significant effect on the environment based on the findings set Ayes X X X X X X <br /> forth in the case record and recommend adoption of a Negative No X <br /> Declaration; and 2) Approve Planning Case P14-0177 based on the <br /> findings in the staff report and subject to the recommended conditions. <br /> PLANNING CASE P13-1020— 4011 Fairgrounds Street <br /> Proposal by Smartlink, LLC, on behalf of AT&T, for consideration of a <br /> Conditional Use Permit to construct a 60-foot high wireless <br /> telecommunications facility camouflaged as a pine tree. James Rogers, <br /> Smartlink, LLC, stated they were in agreement with the conditions. There <br /> were no comments from the audience. Following discussion the Planning <br /> Commission recommended that the City Council: 1) Determine that Motion M <br /> Planning Case P13-1020 will not have a significant effect on the Second S <br /> environment based on the findings set forth in the case record and All Ayes X X X X X X X <br /> recommend adoption of a Negative Declaration; and 2) Approve Planning <br /> Case P13-1020 based on the findings in the staff report and subject to the <br /> recommended conditions. <br /> Chair Riggle and Commissioner Parker recused themselves from the <br /> following case due to financial conflict of interest and left the dais. Chair <br /> Pro Tern Tavaglione presided. <br /> PLANNING CASE P14-0678— 6465 Sycamore Canyon Boulevard <br /> Proposal to consider a Conditional Use Permit to expand Platt College, a <br /> vocational/technical school, by 8,245 square-feet, within an existing <br /> 92,410 square-foot two-story office building. Doug Magnon, representing <br /> the applicant, stated they were in agreement with the recommended <br /> conditions. There were no comments from the audience. Following <br /> discussion the Planning Commission recommended that the City Council: Motion M <br /> 1) Determine that Planning Case P14-0687 is exempt from California Second S <br /> Environmental Quality Act (CEQA) review pursuant to Section 15301 All Ayes X X X X X <br /> (Existing Facilities); and 2) Approve Planning Case P14-0687 based on <br /> the findings in the staff report and subject to the recommended conditions. <br /> Planning Commission Minutes— October 23,2014 Page 2 of 3 <br />
