O N <br /> ART PICK COUNCIL CHAMBER, CITY HALL N <br /> City ?fArts cInnovation 3900 MAIN STREET E c c c <br /> W3 w <br /> WARDS 1 2 3 4 5 6 7 3 3 5 <br /> Roll Call: Present X X X X A X X A X A <br /> Chair Pro Tern Tavaglione called the meeting to order at 9 a.m. with all <br /> members present except commissioners Kain, Riggle and Stockton. <br /> The Pledge of Allegiance was given to the flag. <br /> PLANNING/ZONING MATTERS FROM THE AUDIENCE <br /> There were no oral comments from the audience at this time. <br /> PUBLIC HEARINGS <br /> PLANNING CASES P14-0101, P14-0242, P14-0243 and P14-0430 — <br /> 3545 Central Avenue <br /> Proposal by Milford Moralde of Architects Orange, to consider a request to <br /> modify previously approved conditions of approval related to the <br /> maximum number of drive-thru businesses permitted at Riverside Plaza, <br /> and for a Conditional Use Permit and Design Review to consider <br /> construction of an approximately 5,926 square foot multiple-tenant <br /> restaurant and retail building with a drive-thru. There were no comments <br /> from the audience. Jeff Axtel, Vestar Development, stated they were in <br /> agreement with the conditions. Following discussion the Planning Motion X <br /> Commission recommended that the City Council: 1) Determine that Second X <br /> Planning Cases P14-0101, P14-0242, P14-0243 and P14-0430 constitute All Ayes X X X X X <br /> replacement or reconstruction of a commercial structure and therefore is <br /> categorically exempt from the provisions of the California Environmental <br /> Quality Act per Section 15302 of the CEQA Guidelines; 2) Recommend <br /> adoption of the mitigation monitoring or reporting program pursuant to <br /> CEQA Section 21081.6; and 3) Approve Planning Cases P14-0101, P14- <br /> 0242, P14-0243 and P14-0430 based on the findings in the staff report <br /> and subject to the recommended conditions. <br /> MISCELLANEOUS PLANNING AND ZONING ITEMS <br /> BRIEF REPORT FROM T ON RECENT CITY COUNCIL ACTIONS AND <br /> MAJOR DEVELOPMENT PROJECTS <br /> Emilio Ramirez, Deputy Director, reported on the recent City Council <br /> actions. <br /> LONG RANGE PROJECTS: <br /> a.
