There <br /> were no comments from the audience. Jay Eastman, Principal Planner, <br /> presented the staff report. Lt. Vic Williams, representing the Police <br /> Department, stated that Police Department comments have been <br /> incorporated in the staff report and expressed their support of the <br /> amendment. Following discussion the Planning Commission Motion X <br /> recommended that the City Council: 1) Determine that Planning Case Second X <br /> P14-0359 is exempt from further California Environmental Quality Act All Ayes X X X X X <br /> (CEQA) review pursuant to CEQA Guidelines Section 15061(b)(3), as it <br /> can be seen with certainty that there is no possibility that the proposed <br /> amendment to the Zoning Code will have a significant effect on the <br /> environment; and 2) Approve Planning Case P14-0359, as detailed in the <br /> staff report and based on the findings outlined in the staff report. The <br /> Commission recommended reverting to State Law with regard to the age <br /> of gas station employees: "Employees on duty between the hours of 10 <br /> p.m. and 2 a.m. who sell beer and wine shall be at least 21 years of age." <br /> PLANNING CASE P14-0449— Zoning Code Text Amendment <br /> Proposal by the City of Riverside to amend the Zoning Code (Title 19 of <br /> the Municipal Code) with regard drive-thru businesses.
