O N <br /> ART PICK COUNCIL CHAMBER, CITY HALL N <br /> 3900 MAIN STREET E <br /> City ?f Arts Unnovation c c c <br /> W w w <br /> WARDS 1 2 3 4 5 6 7 3 3 5 <br /> construction of a vehicle fuel station with an automated vehicle wash <br /> facility; and 4) the Design Review of the plot plan and building elevations <br /> for an approximately 4,858 square-foot vehicle fuel canopy, an <br /> approximately 3,156 square-foot convenience store, an approximately <br /> 2,000 square-foot vehicle wash facility, and two approximately 920 <br /> square-foot vacuum canopies on an approximately 6.8 acre vacant site. <br /> Tom Hunt, on behalf of the applicant, stated they were in agreement with <br /> staff's recommended conditions. Following discussion, a motion was <br /> made to close the public hearing. <br /> Substitute Motion: To continue Planning Cases P13-0165, P13-0166, <br /> P13-0167 and P13-0168 and request that the applicant redesign the <br /> canopy, reconfigure parking area and investigate relocation of the car Motion X <br /> wash or shorten to allow for better drag off, and operational consideration FAILED <br /> regarding the exit and to address the tank location. Motion failed due to <br /> lack of second. <br /> The public hearing was officially closed. <br /> A request was made by Chair Riggle to remove the Design Review, P13- <br /> 0168 for a separate vote. <br /> Motion: Planning Commission recommended that the City Council: 1) <br /> Determine that the proposed project will not have a significant effect on Motion X <br /> the environment based on the findings set forth in the case record and Second X <br /> adopt a mitigated Negative Declaration; 2) Approve Planning Cases P13- All Ayes X X X X X X X X <br /> 0165 (General Plan Amendment), P13-0166 (Rezoning), P13-0167 <br /> (Conditional Use Permit), based on the findings and subject to the <br /> recommended conditions outlined in the staff report. <br /> Motion: to recommend that the City Council approve Planning Case P13- Motion X <br /> 0168 (Design Review) based on the findings outlined in the staff report Second X <br /> and subject to the recommended conditions as modified by the Planning Ayes X X X X X X X <br /> Commission, adding: 1) The vacuum canopy adjacent to the retail Noes X <br /> building shall be removed. 2) The westerly-most vacuum canopy shall be <br /> relocated to the location of the existing landscape planter at the <br /> northwesterly portion of the site to the satisfaction of Planning staff. 3) <br /> The vehicle gas canopy shall be shifted northerly to the greatest extent <br /> possible to allow for improved vehicle maneuvering between gas pumps <br /> and the retail building. <br /> Planning Commission Minutes—July 3,2014 Page 2 of 3 <br />
