Darrell Butler, applicant, stated he was in agreement with staff's <br /> conditions. Following discussion the Planning Commission recommended <br /> that the City Council: 1) Determine that Planning Cases P13-0607, P13- <br /> 0608, P13-0609 and P13-0854 will not have a significant effect on the Motion X <br /> environment based on the findings set forth in the case record and Second X <br /> recommend adoption of a Mitigated Negative Declaration; 2) Recommend All Ayes X X X X X <br /> adoption of the mitigation monitoring or reporting program pursuant to <br /> CEQA Section 21081.6; and 3) Approve Planning Cases P13-0607, P13- <br /> 0608, P13-0609 and P13-0854 based on the findings in the staff report <br /> and subject to the recommended conditions. <br /> PLANNING CASES P13-0364 and P13-0365—3399 Adams St. <br /> Proposal by Joseph Karaki of Western States Engineering, Inc. on Behalf <br /> of A.L.T.A Mohamad Khalad, to consider 1) a Conditional Use Permit to <br /> remove the northerly gasoline canopy and dispensers and vehicle repair <br /> facility to facilitate redevelopment of approximately 0.51 acres with a <br /> renovate vehicle fuel station, including a 2,941 square-foot convenience <br /> store and self-service automated single bay car wash; and 2) the Design <br /> Review of the plot plan and building elevations for the proposed site <br /> improvements. Chair Riggle called for any comments from the audience, <br /> there were none. Mohamad Younes, on behalf of the applicant, thanked <br /> the commission or their suggestions and stated they were in agreement <br /> with the conditions. Chair Riggle thanked the applicant and stated the <br /> applicant had done a great job listening to the commission's <br /> recommendations. He suggested that suggested that the trash enclosure <br /> be relocated to the left of the car wash. He also suggested that the wrap <br /> on the canopy columns be extended the rest of the way up. Following Motion X <br /> discussion the Planning Commission recommended that the City Council: Second X <br /> 1) Determine that the proposed project will not have a significant effect on Ayes X X X X X <br /> the environment based on the findings set forth in the case record and <br /> recommend City Council exempt this project from the California <br /> Environmental Quality Act (CEQA) review pursuant to Section 15302 <br /> (Replacement and reconstruction); and 2) Approve Planning Cases P13- <br /> 0364 and P13-0365 based on the findings outlined in the staff report and <br /> subject to the recommended conditions. <br /> MISCELLANEOUS PLANNING AND ZONING ITEMS <br /> TRANSIT ORIENTED DEVELOPMENT -- Workshop <br /> Steve Hayes introduced Jim Guthrie who is bringing forward a new <br /> concept in terms of the commission's workshop time.
