O N <br /> ART PICK COUNCIL CHAMBER, CITY HALL N <br /> 3900 MAIN STREET E <br /> City Y'Arts &Innovation c c c <br /> W w w <br /> WARDS 1 2 3 4 5 6 7 3 3 5 <br /> Roll Call: Present X X X X X X X <br /> Chair Wade called the meeting to order at 9 a.m. with all members <br /> present except commissioners Riggle, Stosel and Tavaglione. <br /> The Pledge of Allegiance was given to the flag. <br /> PLANNING/ZONING MATTERS FROM THE AUDIENCE <br /> There were no oral comments at this time. <br /> PUBLIC HEARINGS <br /> PLANNING CASES P13-0723, P13-0724, P13-0725 (TM-36654) — 4325 <br /> through 4385 Adams Street <br /> Proposal by Aleksander Nadazdin to consider a Tentative Tract map (TM- <br /> 36654) and a related Planned Residential Development to subdivide an <br /> approximately 7.76 acre site, currently developed with five single family <br /> residences, into 62 single family residential lots with common open space <br /> and shared amenities; and the Design Review of the plot plan and <br /> building elevations for the proposed planned residential development. <br /> Kyle Smith, Associate Planner, announced that revised conditions and a <br /> letter in opposition were received and made available to the commission. <br /> There were no comments from the audience. Following discussion the <br /> Planning Commission recommended that the City Council: 1) Determine Motion X <br /> that Planning Cases P13-0723, P13-0724, P13-0725 will not have a Second X <br /> significant effect on the environment based on the findings set forth in the All Ayes X X X X X <br /> case record and recommend adoption of a Mitigated Negative <br /> Declaration; 2) Recommend adoption of the mitigation monitoring and <br /> reporting program pursuant to CEQA Section 21081.6; and 3) Approve <br /> Planning Cases P13-0723, P13-0724, P13-0725 based on the findings in <br /> the staff report and subject to the recommended revised conditions with <br /> modifications: 1. Front facing garages to be situated approximately 21 <br /> feet from the curb face or back of sidewalk as appropriate. Except project <br /> corner lots (4, 5, 13, 14, 23, 24 34 and 35) shall remain as proposed. <br /> PLANNING CASES P13-0785 and P13-0787 — 4247-4313 Van Buren <br /> Boulevard <br /> Proposal by Eric Scheck of Van Daele Corporation, on behalf of Grace <br /> Community Church, to consider a Conditional Use Permit to allow for a <br /> proposed church expansion, consisting of the construction of an 11,074 <br /> square-foot sanctuary building with 404 fixed seats, a 1,092 square-foot Motion X <br /> detached garage structure and a 232 space surface parking lot on five Second X <br /> contiguous parcels totaling approximately 3.43 acres, developed with two Ayes X X X1 X X <br /> Planning Commission Minutes—January 23,2014 Page 1 of 2 <br />
