The <br />Second <br />X <br />public hearing was officially opened. <br />All Ayes <br />Eight people spoke regarding the matter. Three letters were presented and <br />Motion <br />X <br />considered. The public hearing was officially closed. <br />Second <br />X <br />All Ayes <br />Following discussion, the City Council (1) approved the recommendations of <br />the Five -Year Consolidated Plan 2015-19; the Analysis of Impediments to <br />Fair Housing Choice 2015-19; the Citizen Participation Plan 2015-19; and <br />the HUD Annual Action Plan 2015-16; (2) approved the recommendations <br />for the expenditure of Community Development Block Grant (CDBG) funding <br />for Program Year 2015-16 as outlined in the written staff report; <br />(3) authorized the City Attorney's Office to prepare the standard Community <br />Development Block Grant (CDBG), Emergency Solutions Grant (ESG), <br />HOME Investment Partnerships Program (HOME), and Housing <br />Opportunities for Persons With AIDS (HOPWA) agreements with the City <br />grantees as outlined in the written staff report and in the authorized amounts <br />for services to be provided for Program Year 2015-16 and authorized the <br />Interim City Manager, or his designee, to execute such agreements; <br />(5) approved the recommendations for the expenditure of ESG, HOPWA, <br />and HOME funding for Program Year 2015-2016 as outlined in the written <br />staff report; (6) authorized the City Manager, or his designee, to execute the <br />grant agreements prepared by HUD and related materials for the four <br />100-297 <br />
