<br />, <br /> <br />CITY OF RIVERSIDE <br /> <br />REDEVELOPMENT AGENCY MEMORANDUM <br /> <br />Honorable Mayor & Agency Members <br /> <br />Date: <br /> <br />March 20, 200 I <br /> <br />Item No.: 3 <br /> <br />Subject: <br /> <br />Set Public Hearings ou the proposed Housing Implementation Piau for the <br />Downtown/Airport Merged Project, the University Corridor/Sycamore Canyon Merged <br />Project, the Casa Blanca Project; the Arlington Project, and the Magnolia Center Project. <br /> <br />Background <br /> <br />Legislation enacted in 1993 (Section 33490 ofthe Health and Safety Code) requires that, commencing with the <br />1994 calendar year, the Agency adopt an Implementation Plan for each active Project Area every five years, The <br />Implementation Plan is required to be adopted after a duly noticed public hearing and to contain descriptions of: <br />I) the specific goals and objectives of the agency; 2) the specific projects, including a program of actions and <br />expenditures within the next five years of the plan; and 3) how these projects will alleviate blight. In accordance <br />with this requirement, the Agency adopted its first implementation plans after public hearings on December 16, <br />1994, <br /> <br />The Agency is also required to include a more detailed Housing Implementation Plan for its redevelopment- <br />related housing programs ("Housing Implementation Plan"), The Law allows the Housing Implementation Plan <br />to be adopted in conjunction with the Housing Element of the City's General Plan and the Agency has chosen to <br />combine all the Redevelopment Project Areas into one document. Much of the research and data required for the <br />Housing Implementation Plan is also required to be compiled/analyzed for the Housing Element, The update to <br />the Housing Element for the City of Riverside was completed in January 2001. The Housing Implementation Plan <br />has been reviewed with each of the remaining Project Area Committees and is ready for consideration and <br />adoption by the Agency, <br /> <br />Current Issue <br /> <br />A separate public hearing is suggested for each Project Area to enable property owners, residents, and businesses <br />in each Project Area an opportunity to comment on the proposed Housing Implementation Plan, It is requested <br />that the time, date, and place of the initial public hearings on the proposed Housing Implementation Plan be set <br />for 8:00 a,m, on April 17,2001 for the University Corridor/Sycamore Canyon Merged Project, with the remaining <br />public hearings following immediately thereafter. Notice of the public hearings will be published in the Press <br />Enterprise for three consecutive weeks concluding 10 days prior to the hearing, as required by Law, In addition, <br />the notice will be posted at several locations within each Project Area for a period of not less than 3 weeks, <br /> <br />Fiscal 1m pact <br /> <br />The only financial impact to the Agency as a result of these actions is the minimal cost associated with the <br />advertisement of the public hearings, <br /> <br />Alternatives <br /> <br />The adoption of the Housing Implementation Plan and the noticed p~blic h~aring is required to occur prior to <br />June 30, 2001, The Agency's alternative would be to delay the heanng until Mayor June 2001, <br /> <br />3-1 <br />
