T a E <br /> ART PICK COUNCIL CHAMBERS, CITY HALL V <br /> 3900 MAIN STREET e <br /> WARDS C C <br /> 1 2 3 4 5 6 7 w W <br /> 1 1 <br /> Roll Call: Present X X X X X <br /> Chair Heru called the meeting to order at 3:30 p.m. with all members <br /> present, except Board Members Michelle Gilleece and Monty Van Wart. <br /> The Pledge of Allegiance was given to the flag. <br /> COMMENTS FROM THE AUDIENCE <br /> There were no oral comments at this time. <br /> DISCUSSION CALENDAR <br /> PLANNING CASE P14-0662 —3956 Bandini Avenue <br /> Proposed Certificate of Appropriateness requested by Bryon Merrill for <br /> the restoration of an existing home and remodel comprising a two story <br /> addition at the rear of a contributor to the Wood Streets Neighborhood <br /> Conservation Area. Teri Delcamp, Senior Planner, presented the staff <br /> report. Applicants Bob Ybarra and Bryon Merrill provided further <br /> information about the project and stated they were in agreement with the <br /> recommended conditions. Comments from the audience: An unidentified <br /> elderly man asked to speak after the public comment period. He stated <br /> he lived close to the subject property and asked for clarification on the <br /> age of the project property. <br /> Board Member Monty Van Wart arrived at this time. X <br /> Following discussion the Planning Commission 1) Determined that Motion M <br /> Planning Case P14-0662 constitutes a project that is consistent with the Second S <br /> Secretary of the Interior's Standards for the Treatment of Historic All Ayes <br /> Properties, which is categorically exempt from the provisions of the Abstained X <br /> California Environmental Quality Act (CEQA) per Section 15331 of the <br /> CEQA Guidelines; and 2) Approved Planning Case P14-0662 based on <br /> the findings outlined in the staff report and summarized below, and <br /> subject to the attached conditions, thereby issuing a Certificate of <br /> Appropriateness for the project. <br /> MISCELLANEOUS PLANNING AND ZONING ITEMS <br /> BRIEF REPORT FROM THE HISTORIC PRESERVATION OFFICER <br /> ON RECENT CITY COUNCIL ACTIONS AND MAJOR DEVELOPMENT <br /> PROJECTS <br /> DRAFT-Cultural Heritage Board Minutes—January 21, 2015 Page 1 of 2 <br />
