CITY OF RIVERSIDE <br /> <br />CITY COUNCIL/REDEVELOPMENT AGENCY MEMORANDUM <br /> <br />Honorable Mayor and City Council <br />Redevelopment Agency <br /> <br /> Date: February 20, 200] <br />Item No.: 8 <br /> <br />Subject: <br /> <br />Third Amendment to the Agreement between the City of Riverside and the Redevelopment <br />Agency (Downtown Municipal Parking Facilities) to Designate Lot 40 (Multi-Modal <br />Transportation Center) as a Municipal Parking Facility <br /> <br />Background <br /> <br />On June 21, 1994, the City Council entered into an Ag~ement with the Redevelopment Agency to assume the <br />responsibilities for operational control and maintenance of the Parking Authority's municipal parking facilities as <br />well as City owned municipal parking facilities Downtown. On October 3, 1995, the Agreement was amended to <br />allow the Agency to set fees and charges and the hours of operation. On September 28, 1998, a second <br />amendment was authorized to designate Agency owned or leased parking facilities as "Municipal Parking <br />Facilities" as the term is so defined in giverside Municipal Code Section 10.60.010. <br /> <br />Current Issue <br /> <br />Lot 40 located at the Multi-Modal Transportation Center was constructed as a component of the Mission Village <br />project and considered a public improvement (see attached map). Several concerns have been raised regarding <br />the future use, maintenance, and enforcement of this newly created lot. To address the concerns, Agency staff <br />proposes to designate Lot 40 as a "Permit Parking Lot," which is considered public parking provided it is open to <br />the public for permit use only. Of the 45 parking spaces and 4 handicapped spaces available in this lot, Fire <br />Administration has already requested 10 spaces, leaving 35 available for public permit parking. <br /> <br />Agency staff proposes that Lot 40 be designated as a "Municipal Parking Facilities" as the term is so defined in <br />Riverside Municipal Code Section 10.60.010, which indicates that "a municipal parking facility is a lot, garage or <br />parcel of land owned, purchased or leased by the City, or in which the City has the possessory right or interest, <br />and which is designated as a municipal parking lot or garage for the off-street parking of vehicles." In addition, <br />parking enforcement of Lot 40 would be conducted by the Parking Enforcement Officers under the City's Finance <br />Department. <br /> <br />Analysis <br /> <br />The City, by this Third Amendment to the Agreement, shall give the Agency the authority to manage and operate <br />Lot 40. Therefore, it is requested that the City Council approve a Third Amendment to its June 21, 1994 <br />Agreement with the Redevelopment Agency to assume operational control of the above-mentioned lot. <br /> <br />Committee Action <br /> <br />Staff presented this item to the Downtown Parking Committee on February 8, 2001. The Committee concurred in <br />the suggested recommendation and then moved this item forward for consideration by the Finance Committee. <br /> <br />Staff presente~l this item to the Finance Committee on February 12, 2001.
