CITY OF RIVERSIDE <br /> REDEVELOPMENT AGENCY MEMORANDUM <br /> <br />Honorable Mayor & City Council <br />and Redevelopment Agency <br /> <br /> Date: February 20, 200l <br />Item No.: 6 <br /> <br />Subject: Award of Bid No. 5807 for the Construction of parking Lot (39) Improvements at 9m Street <br /> and Orange Street - Additional Appropriations <br /> <br />Background <br /> <br />On January 19, 1999, the R. edevelopment Agency entered into a Ground Lease Agreement with the Riverside <br />County Board of Law Library Trustees for the construction of an interim parking lot at the southeast coruer of <br />Ninth and Orange Streets. The agreement was predicated upon the Agency razing and removing the Schacker and <br />Jimenez buildings from the premises and constructing an interim parking lot to provide additional downtown <br />public parking spaces. As part of the Agency action, $200,000 was authorized for demolition, site preparation, <br />and minimal interim parking improvements. <br /> <br />In the meantime, several elements of the project have been completed, including the assessment of lead paint, <br />asbestos removal, historical evaluation of the buildings, Phase I environmental investigation, HABS photographic <br />documentation, and demolition of the buildings. In addition, a certified archaeologist was present during the <br />demolition to document any historic objects that were unearthed. Construction plans and specifications have also <br />been prepared for the site. These plans are based upon a fully engineered lot that incorporates design direction <br />and approvals from the Cultural Heritage Board and planning process. <br /> <br />Current Issue <br /> <br />The City of Riverside Department of Public Works assisted the Agency by issuing the Notice Inviting Bids. <br />Subsequently, on December 27, 2000, the City's Purchasing Department received eight (8) for the construction of <br />the parking lot improvements (see attached Bid Award Recommendation). The project includes the following <br />activities: <br /> <br />· Clearing, grubbing, earthwork <br /> <br />· Construction of curbs, gutters, drainage facilities and trash enclosure <br /> <br />· Asphalt paving <br /> <br />· Installation of parking lot lighting <br /> <br />· Installation of irrigation and landscaping <br /> <br />· Parking lot striping and signing <br /> <br />Hillcrest Contracting, Inc. of Corona submitted the lowest responsible bid in the amount of $101,857, which is <br />three percent under the engineer's estimate. The contractor's proposal includes completion of all work activities <br />referenced above. Staff has reviewed the bids and recommends the project be awarded. <br /> <br />Fiscal Impact <br /> <br />The original budget of $200,000 was authorized from the Downtown/Airport Law Library Parking Lot Account <br />No. 9739110-440446 on January 19, 1999 to finance the demolition and parking lot construction. However, the <br />costs associated with environmental evaluation and remediation, historic documentation, demolition, and Public <br />Works labor costs, excluding construction, have exceeded the original budget by $28,000.
