<br />, <br /> <br />CITY OF RIVERSIDE <br /> <br />CITY COUNCIL/REDEVELOPMENT AGENCY MEMORANDUM <br /> <br />Honorable Mayor and City Council <br />Redevelopment Agency <br /> <br />Date: <br />Item No.: <br /> <br />February 6, 2001 <br />6 <br /> <br />Subject: Request Approval and Filing of the Citywide Lead Based Paint Abatement Plan as it Effects <br />Municipal Programs Funded Via the U.S. Department of Housing and Urban Development <br />(BUD) <br /> <br />Background <br /> <br />The federal government has enacted all provisions of the Lead Based Paint Hazard Reduction Act of 1992 <br />("Act"). The Act places higher standards on recipients ofHUD federal grants for the evaluation, reduction, and/or <br />abatement of lead based paint in dwellings funded with Community Development Block Grant (CDBG), HOME <br />Investment Partnership Act (HOME), Emergency Shelter Grant (ESG), and Housing Opportunities for Persons <br />with AIDS (HOPW A) grant monies. Part of the Act requires that the City compile a comprehensive, citywide, <br />lead based paint abatement plan ("Plan ") for programs funded via the above grants. A copy of the Plan, produced <br />by staff of the Development Department, is attached. <br /> <br />Current Issue <br /> <br />Staff requests that the City Council and the Redevelopment Agency read, approve, and file the Plan. <br /> <br />Analysis <br /> <br />Submission of the plan to BUD is part of an ongoing program of compliance with the Act and its various <br />requirements. The City Council and Redevelopment Agency previously approved Resolution # 19820 regarding <br />the Act and implementation standards for City's federally funded housing programs. <br /> <br />Fiscal Impact <br /> <br />The costs associated with the currently requested approval are limited to the additional staff time needed to <br />implement the new Act. There will be no impact to the General Fund. <br /> <br />Alternatives <br /> <br />Not to approve that Plan at this time, or to request revisions. <br /> <br />Committee Action <br /> <br />Staff presented this item to the Development Committee on January 8, 200 I. Councilmembers Kane and <br />Thompson were present. The Committee concurred in the suggested recommendations and then moved this item <br />forward for consideration by the City CouncillRedevelopment Agency. <br /> <br />Council!
