<br />Ji <br /> <br />CITY OF RIVERSIDE <br /> <br />REDEVELOPMENT AGENCY MEMORANDUM <br /> <br />Honorable Mayor & Agency Members <br /> <br />Date: <br />Item No.: <br /> <br />January 16, 200 1 <br />6 <br /> <br />Subject: Request Authorization to Prepare a Request for Proposal for Parking Management Services <br /> <br />Background <br /> <br />For the last five years, Ampco System Parking, at the direction of the Agency, has been providing professional <br />parking management services to the downtown parking facilities, including the Justice Center parking metered <br />area. The existing Parking Management Agreement with Ampco was for a three-year period, which commenced <br />on July], ] 996 and expired on June 30, ] 999, The Agency reserved the right to extend the Agreement thereafter <br />on a year-to-year basis for a maximum of two years, <br /> <br />Current Issue <br /> <br />The Agreement with Ampco System Parking expires June 30, 200 1. Given that the Agreement can no longer be <br />extended, Agency staff proposes to prepare a Request for Proposal (RFP) for Parking Management Services, A <br />Subcommittee of the Downtown Parking Committee will be formed to review the RFP process. Once the RFP <br />has been prepared, it will be forwarded to the City Attorney's office for further review, prior to submitting it to <br />the Agency for final approval and distribution. <br /> <br />Analysis <br /> <br />The RFP will be prepared to obtain a qualified Parking Manager to continue to provide excellent service to the <br />Agency and to our clients. The RFP will be prepared with the following goals in mind: <br /> <br />], To create a responsive administrative structure for the parking system, <br /> <br />2, To strive to serve the parking needs of all user groups, <br /> <br />3. To promote a safe, user-friendly, convenient, and well-maintained parking system, and <br /> <br />4. To develop and provide a parking system that is both affordable for the various users as well as self- <br />sustaining, <br /> <br />Fiscal Impact <br /> <br />No additional appropriation is necessary since there are sufficient funds available in the Parking Professional <br />Services Account No, 28308] 0-421000 for the remainder of the fiscal year 2000-200 I, <br /> <br />Committee Recommendation <br /> <br />The Finance Committee reviewed this action and approved moving this matter forward to the Agency for its <br />consideration and approval. <br /> <br />Alternatives <br /> <br />The Agency may elect not to move forward with the preparation of the RFP for a Parking Management <br />Agreement at this time. However, staff believes that a Parking Manager would continue to provide excellent <br />service in managing the Agency's parking operations without creating the need for a new administrative and <br />support structure within the Agency. <br /> <br />6-1 <br />
