People Serving <br />People <br /> <br />CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />Riverside <br /> <br />AikAmerl~ C~y <br /> <br />1998 <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br />AND REDEVELOPMENT AGENCY- <br /> <br />DATE: <br /> <br />December 5, 2000 <br /> ITEM NO: <br /> <br />SUBJECT: <br /> <br />CASA BLANCA FAMILY LEARNING CENTER - AMENDMENT TO <br />AGREEMENT FOR PROFESSIONAL CONSULTANT SERVICES--FUNDS <br />TRANSFER <br /> <br />BACKGROUND: <br /> <br />On May 18, 1999, the City Council approved an agreement with James Lawson Pirdy, AIA, Inc., architect <br />for the Casa Blanca Family Learning Center, in the amount of $316,900 plus reimbursables of $30,000. <br />The Riverside Public Library wishes to amend the agreement with Mr. Pirdy as a result in changes and <br />additions in the project scope and design modifications. The amendment will increase fees and <br />reimbursables by a total of $106,908. Fees will increase by $91,908 to $408,808 and reimbursables by <br />$15,000 to $45,000. <br /> <br />Changes and additions in the project scope include: (1) project site area has been increased from 100,000 <br />to 132,000 square feet; (2) size of the building has been increased from 9,000 to 10,000 square feet; and <br />(3) parking has increased from 58 to 80 cars to accommodate the future commercial building. <br /> <br />Building design modifications made in response to the Casa Blanca Community include: (1) a pitched tile <br />roof which required a redesigned and reengineered roof support system to support the increased surface <br />area and weight; (2) a trellis structure has been added to the noah side of the plaza and ornamental metal <br />work added to all trellis structures to give the project a more "Mission Style" appearance; and (3) a tower <br />has been added which will incorporate cellular telephone transmission capability to be leased by the City <br />of Riverside to cellular providers. In addition, various permanent art works to be defined by the City will <br />be incorporated into the library facility. The design modifications were reviewed and approved by the <br />Casa Blanca PAC in September, 2000. <br /> <br />These changes and modifications have resulted in a $492,630 increase in construction cost, from <br />$2,910,000 to $3,402,630. The amended agreement includes increased fees to structural, mechanical and <br />electrical engineering firms as a result of the building design modifications. <br /> <br />In addition, the Riverside Public Library requests an additional $200,000 in redevelopment funds to <br />purchase library materials. The current project budget of $4.35 million does not include an allocation for <br />library materials. <br /> <br />FISCAL IMPACT: <br /> <br />The Casa Blanca Family Learning Center Project is estimated to cost $4.35 million. Sufficient funds are <br />budgeted in Development/Casa Blanca Capital Project accounts 9724400-440446, Casa Blanca Library, <br />9740900-440446, Leaming Center/Head Start, and 9741100-440446, Family Leaming Center Expansion, <br /> 10-1 <br /> <br /> <br />
