RESOLUTION NO. 615 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF RIVERSIDE APPROVING AND MAKING FINDINGS REGARDING THE MITIGATED NEGATIVE DECLARATION ON THE PROPOSED AMENDMENTS TO THE AMENDED REDEVELOPMENT PLANS FOR THE DOWNTOWN AND AIRPORT INDUSTRIAL REDEVELOPMENT PROJECTS WHEREAS, the Redevelopment Agency of the City of Riverside, ("Agency"), as lead agency, has prepared a mitigated negative declaration ("Mitigated Negative Declaration/Initial Study") on the proposed Amendments to the Amended Redevelopment Plans for the Downtown and Airport Industrial Redevelopment Projects ("Amendments"); and WHEREAS, the Agency received the Mitigated Negative Declaration/Initial Study and authorized its circulation and availability for public review and public hearing thereon pursuant to the California Environmental Quality Act ("CEQA") and the State CEQA Guidelines; and WHEREAS, Notice of Proposed Action which advised of the Agency's intent to adopt the mitigated Negative Declaration/Initial Study and inviting comments was published in the Riverside Press Enterprise, a newspaper of general circulation, and mailed to all interested persons and agencies; and WHEREAS, the Agency held a public hearing in the proposed Mitigated Negative Declaration/Initial Study on November 5, 1996, at which all persons wishing to comment on the document were given the opportunity to do so; and WHEREAS, following the public review and comment period, a final Mitigated Negative Declaration/Initial Study was prepared as set forth in Exhibit "A", incorporating comments and recommendations received on the circulated Mitigated Negative Declaration/Initial Study and responses of the Agency to environmental issues raised in the review process as set forth in attached Exhibit "B"; and NOW, THEREFORE, THE RIVERSIDE REDEVELOPMENT AGENCY DOES HEREBY RESOLVE AS FOLLOWS: Section 1. The Agency hereby finds that the Mitigated Negative Declaration/Initial Study has been completed in compliance with CEQA and the State CEQA Guidelines and that the information contained in the final Mitigated Negative Declaration/Initial Study on the proposed Amendments to the Amended Redevelopment Plans has been reviewed by the Agency and reflects the independent judgment of the Agency. Section 2. The Agency hereby finds, based on the Mitigated Negative Declaration/Initial Study, comments received on the Mitigated Negative Declaration/Initial Study and responses thereto, that there is no substantial evidence that the Amendments would have a significant effect on the environment. Section 3. The Agency hereby identifies the significant effects on the environment and the mitigation measures required to reduce such effects to a less than significant level, and approves the Mitigation Monitoring Program set forth in Exhibit "C" attached hereto and incorporated herein by this reference.
