Andres and Donna L. Flores, the Mayor <br />and City Council unanimously appointed Mark J. Andres to the Ward 6 seat <br />on the Community Police Review Commission for a term ending <br />March 1, 2017. <br />RECESS <br />The City Council recessed at 2:17 p.m. and reconvened at 3 p.m. in the Art <br />Pick Council Chamber with all Councilmembers present. <br />PUBLIC HEARINGS <br />CASE P14-0449 - ZONING CODE AMENDMENT - DRIVE-THRU <br />BUSINESSES - ORDINANCE INTRODUCED <br />Hearing was called to consider a proposal by the City of Riverside to amend <br />the Zoning Code (Title 19 of the Municipal Code) to establish permit <br />regulations for drive-thru lanes incidental to banks and financial <br />institutions/services and drug stores and pharmacies which will distinguish <br />these uses from drive-thru operations incidental to restaurants. No one <br />spoke on the matter. The public hearing was officially closed. Following <br />discussion, the City Council (1) determined that the proposed project is <br />exempt from further California Environmental Quality Act (CEQA) review <br />pursuant to Section 15061(b)(3), as it can be seen with certainty that there is <br />no possibility that this proposed amendment to the Zoning Code will have a <br />significant effect on the environment; (2) approved Case P14-0449 based on <br />and subject to the Planning Commission findings and recommended <br />conditions as outlined in the written staff report; and (3) introduced an <br />ordinance to amend Incidental Uses Table - Table 19.150.020(B) of the <br />Zoning Code (Title 19 of the Riverside Municipal Code) with regard to permit <br />requirements for drive-thrus incidental to banks and financial <br />institutions/services and drug stores and pharmacies; whereupon, an <br />ordinance entitled, "An Ordinance of the City of Riverside, California, <br />Amending Title 19, Table 19.120.020(B) - Incidental Uses Table of the <br />100-162 <br />
