1 RESOLUTION NO. 19220 <br /> 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE, <br /> CALIFORNIA (1) WAIVING THE COMPETITIVE PROCUREMENT <br /> 3 REQUIREMENTS OF RESOLUTION NO. 17788; AND (2) AUTHORIZING THE <br /> PURCHASING SERVICES MANAGER TO NEGOTIATE AND ISSUE A PURCHASE <br /> 4 ORDER TO AGEMA INFRARED SYSTEMS. <br /> 5 WHEREAS, the Public Utilities Department is in need of an infrared camera with related <br /> 6 equipment for predictive maintenance of overhead lines and substation equipment; and <br /> 7 WHEREAS, in October 1997, the Public Utilities Department propounded requests for <br /> 8 bids on the infrared camera and related equipment, receiving four responses; and <br /> 9 WHEREAS, the Electric Operations staff conducted a lengthy technical evaluation of the <br /> 10 bids and determined that only one bidder, Agema Infrared Systems, met all technical specifications; <br /> 11 and <br /> 12 WHEREAS, Agema Infrared Systems bid included certain additional optional and <br /> 13 unnecessary items causing the bid to exceed the amount budgeted for the infrared camera and <br /> 14 related equipment; and <br /> 15 WHEREAS, the Public Utilities Department has determined that the infrared camera and <br /> 16 related equipment meeting the department's needs and technical specifications may be procured <br /> 17 timely from a single source, Agema Infrared Systems; <br /> 18 WHEREAS, on January 16, 1998, the Board of Public Utilities of the City of Riverside <br /> 19 approved the purchase and recommended the City Council waive the competitive procurement <br /> 20 requirements of the City's Purchasing Resolution No. 17788 and authorize the City's Purchasing <br /> 21 Services Manager to negotiate the terms of and issue a purchase order to Agema Infrared Systems <br /> 22 for purchase of an infrared camera and related equipment; <br /> 23 NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Riverside, <br /> 24 California, as follows: <br /> 25 Section 1: The competitive procurement requirements of the City's Purchasing <br /> 26 Resolution No. 17788 are hereby waived. <br /> 27 // <br /> <br />Attorney's Office <br />Street <br />CA 92522 <br />782-5567 <br /> <br /> <br />
