1 RESOLUTION NO. 19220 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE, CALIFORNIA (1) WAIVING THE COMPETITIVE PROCUREMENT 3 REQUIREMENTS OF RESOLUTION NO. 17788; AND (2) AUTHORIZING THE PURCHASING SERVICES MANAGER TO NEGOTIATE AND ISSUE A PURCHASE 4 ORDER TO AGEMA INFRARED SYSTEMS. 5 WHEREAS, the Public Utilities Department is in need of an infrared camera with related 6 equipment for predictive maintenance of overhead lines and substation equipment; and 7 WHEREAS, in October 1997, the Public Utilities Department propounded requests for 8 bids on the infrared camera and related equipment, receiving four responses; and 9 WHEREAS, the Electric Operations staff conducted a lengthy technical evaluation of the 10 bids and determined that only one bidder, Agema Infrared Systems, met all technical specifications; 11 and 12 WHEREAS, Agema Infrared Systems bid included certain additional optional and 13 unnecessary items causing the bid to exceed the amount budgeted for the infrared camera and 14 related equipment; and 15 WHEREAS, the Public Utilities Department has determined that the infrared camera and 16 related equipment meeting the department's needs and technical specifications may be procured 17 timely from a single source, Agema Infrared Systems; 18 WHEREAS, on January 16, 1998, the Board of Public Utilities of the City of Riverside 19 approved the purchase and recommended the City Council waive the competitive procurement 20 requirements of the City's Purchasing Resolution No. 17788 and authorize the City's Purchasing 21 Services Manager to negotiate the terms of and issue a purchase order to Agema Infrared Systems 22 for purchase of an infrared camera and related equipment; 23 NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Riverside, 24 California, as follows: 25 Section 1: The competitive procurement requirements of the City's Purchasing 26 Resolution No. 17788 are hereby waived. 27 // Attorney's Office Street CA 92522 782-5567
