I I I I :The Mayor called upon the City Manager for opening remarks and This presentation was followed by a slide presentation and in-1 formation by Assistant to the City Manager Herbert Barnett. (Members of the City Council asked questions of Mr. Barnes[ and :Mr. Douglas Shackelton, Director of the Redevelopment Agency Ifor the City of Riverside. I : 1 I 1 (Discussion was opened to audience participation, and numerous persons spoke requesting that the method of financing be put tol 'a vote of the people. Letters and petition sheets were submit-: :ted entitled, "We, the citizens of Riverside, would like the : Ifinancing of the Civic Center put to a vote of the people." 1 :Interested persons spoke regarding the need for a new City Hall: land others spoke regarding the need for the complete develop- : 'Iment of both City Hall and Concert Hall and Exhibit Hall if thel :downtown area of the city is to be revived.
