The Mayor then called upon the City :Manager, who gave a brief oral review of actions taken to date,: : :and introduced Messrs. Robert Monroe and L. L. Ready, Sr., of 'ESM Associates, the City's consultants in evaluation of the : I : :CATV Franchise Applications. r :Councilman Belding entered during the following discussion. I' 1 I' :The following presentations of proposals were made to the City 1 'Council:, Mr. LeMoyne S.
