CITY HALL <br />3900 MAIN STREET <br />City of Arts Unnovation <br />WARDS <br />G <br />R <br />D <br />N <br />E <br />R <br />1 <br />M <br />L <br />E <br />N <br />D <br />R <br />z <br />2 <br />S <br />UU <br />I <br />R <br />O <br />U <br />3 <br />D <br />V <br />T <br />S <br />4 <br />M <br />C <br />A <br />R <br />T <br />H <br />R <br />5 <br />P <br />R <br />R <br />Y <br />6 <br />A <br />A <br />M <br />S <br />7 <br />Roll Call: <br />Present <br />X <br />X <br />X <br />X <br />X <br />X <br />X <br />Mayor Bailey called the meeting to order at 2 p.m. in the Art Pick Council <br />Chamber with all Councilmembers present. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Karen Wright spoke regarding a Smart Code petition, Red Light cameras, <br />and the ambulance franchise. <br />CLOSED SESSIONS <br />The Mayor and City Council recessed to the City Council Board Room for <br />closed sessions pursuant to Government Code (1) §54956.9(d)(2) to confer <br />with and/or receive advice from legal counsel concerning two cases of <br />anticipated litigation; (2) §54956.9(d)(4) to confer with and/or receive advice <br />from legal counsel concerning one case of anticipated litigation; and <br />(3) §54957.6 to review the City Council's position and instruct designated <br />representatives regarding salaries, salary schedules, or compensation paid <br />in the form of fringe benefits of all Executive Management employees, all <br />Management and Confidential employees as defined by PERS, Fire <br />Management Unit, Riverside City Firefighters Association, Riverside Police <br />Officers Association (Police and Police Supervisory Units), Service <br />Employees International Union #721, International Brotherhood of Electrical <br />Workers #47, and Riverside Police Administrators Association. <br />PUBLIC HEARING <br />NON-EXCLUSIVE MEDICAL TRANSPORT FRANCHISE - CARE <br />AMBULANCE <br />Councilmember Davis read into the record an email sent on Tuesday, <br />April 22, 2014, at 1:37 p.m. to Ward 4 Council Assistant Nola Tainter with a <br />copy to Councilmember Soubirous on this matter. <br />Hearing was called to receive comments relative to the request by Care <br />Ambulance Service, Inc., (Care Ambulance) for a non-exclusive medical <br />transport franchise to perform Non -Emergency Basic Life Support (BLS) and <br />Critical Care Transport (CCT) services. Nine people spoke regarding the <br />matter. One written communication was received and considered. The <br />public hearing was officially closed. Following discussion, it was moved and <br />seconded to (1) approve the City Council Public Safety Committee <br />recommendations to (a) determine that Care Ambulance has demonstrated <br />that the public health, safety, welfare, convenience, and necessity require <br />the granting of a franchise for the operating area and level of service for <br />99-305 <br />
