<br />. <br /> <br />CITY OF RIVERSIDE <br /> <br />COUNCIL/AGENCY MEMORANDUM <br /> <br />Honorable Mayor & City Council <br />and Redevelopment Agency <br /> <br />Date: <br />Item No.: <br /> <br />October 3, 2000 <br />12 <br /> <br />Subject: Amendment of Emergency Shelter Grant Agreement with County DPSS and Authorize the <br />Expenditure of $15,000 for Emergency Men's Shelter <br /> <br />Background <br /> <br />As part of the Emergency Shelter Grant (ESG) program, the City of Riverside provides funds to the County of <br />Riverside Department of Public Social Services (DPSS) to finance the operation ofthe Emergency Men's Shelter <br />managed by the Salvation Army. Funding for this shelter is typically divided equally between the City of <br />Riverside, the County of Riverside, and the Salvation Army. For the FY 1999/2000, the Salvation Army <br />budgeted $201,000 to operate the Emergency Men's Shelter and requested an allocation of $65,000 each from the <br />City and County of Riverside. DPSS reduced the request and recommended that the City only appropriate <br />$50,000 as its share ofthe cost of the Emergency Men's Shelter. <br /> <br />On September 27, 1999 the Finance Committee recommended an allocation of $50,000 in City ESG funds to <br />DPSS for the operation of the Salvation Army Emergency Men's Shelter. After an appeal by the Salvation Army <br />to reinstate the $15,000 that was deducted from their original request, the Finance Committee requested staff to <br />return on October 25, 1999 with a proposal to provide the additional $15,000 and to determine ifDPSS would <br />match the increase with County funds. <br /> <br />With this understanding in mind, the City Council approved an ESG Agreement with DPSS for $50,000 for the <br />Emergency Men's Shelter operations and $35,000 for the Emergency Cold Weather Shelter Program at its <br />meeting of October 5,1999. Staff returned to the Finance Committee on October 25, 1999 as directed and after it <br />received assurances from DPSS thatthe County would provide its $15,000 to match the City's $15,000 for the <br />Emergency Men's Shelter. DPSS also was to provide a detailed budget/revised scope of work to account for the <br />use of the additional funds. It was further recommended that the $]5,000 be appropriated from FY 1999/2000 <br />Community Development Block Grant (CDBG) Professional Services Account # 2800101-421000. <br /> <br />Current Issue <br /> <br />Since the October 25, 1999 Finance Committee meeting, staff has never received any of the supportive <br />documentation for it to process the amendment to the ESG Agreement. DPSS has recently submitted records of <br />expenses (Attachment A) incurred in FY 1999/2000 by the Salvation Army in the course of running the <br />Emergency Men's Shelter. On behalf of the Salvation Army, DPSS is now requesting payment of the $]5,000, <br />which will be matched by a $] 5,000 contribution from the County, to reimburse the Salvation Army for the <br />operation of the Emergency Men's Shelter. <br /> <br />Several circumstances have changed since the October 25, 1999 Finance Committee recommendation. The <br />CDBG funds were allocated to' other needs and are not longer available for this purpose. The fiscal year has <br />ended and the budget adjustment is now a reimbursement request. <br /> <br />To proceed with the DPSS request, another source of funding needs to be identified and the previous FY <br />] 999/2000 ESG Agreement needs to be amended to approve and to authorize the reimbursement of the work done <br />by the Salvation Army. <br /> <br />Staff has identified another source of funds to cover the $15,000 amount. It would be from the University <br />Corridor/Sycamore Canyon Low-Mod fund balance. Consequently, the Redevelopment Agency would have to <br />agree to the appropriation of funds for this purpose.
