<br />9 <br />10 <br />11 <br /> <br />12 <br />13 <br /> <br />14 <br /> <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br /> <br />25 <br /> <br />26 <br />27 <br /> <br />28 <br /> <br />29 <br /> <br />30 <br /> <br />31 <br />1-21-83 <br />JW/h 32 <br /> <br />RESOLUTION NO. 14874 <br /> <br />2 <br />3 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />RIVERSIDE, CALIFORNIA, SUPPORTING AN ADEQUATE <br />EDUCATION AND SCHOOL FACILITY FINANCING INITIATIVE <br />BY THE GOVERNOR AND CITIZENS OF CALIFORNIA. <br /> <br />4 <br /> <br />5 <br />6 <br />7 <br />8 <br /> <br />WHEREAS, it has historically been the state's responsi- <br /> <br />bility to fund school construction for high growth areas through <br /> <br />bond issues; and <br /> <br />WHEREAS, there has been $500 million approved towards <br /> <br />modernization, upgrading and construction ($350 m.) of needed <br /> <br />school facilities; and <br /> <br />WHEREAS, the last allocation (in 1982) for school con- <br /> <br />struction was $110 m.; and <br /> <br />WHEREAS, the Department of Education has statistics <br /> <br />indicating that there is a need for over $1 billion in new <br /> <br />school facilities contruction requirements; and <br /> <br />WHEREAS, there is a vast discrepancy noted between <br /> <br />available funds and actual needs; and <br /> <br />WHEREAS, the state's financial support for these <br /> <br />responsibilities requires special attention to assure that <br /> <br />present allocations are maintained for their intended use; and <br /> <br />WHEREAS, the state's future commitments of financial <br /> <br />support need to be clearly defined and secured; and <br /> <br />WHEREAS, the Governor made a commitment that education <br /> <br />was one of his highest priorities; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of <br /> <br />the City of Riverside requests the Honorable Governor George <br /> <br />Deukmejian's serious consideration towards the formulation <br /> <br />of a gubernatorial task force to seek viable, long-term solutions <br /> <br />to the financial support of education, new school facilities <br /> <br />construction, and existing school facilities rehabilitation. <br /> <br />ADOPTED by the City Council and signed by the Mayor and <br /> <br />attested by the City Clerk this 18th day of January, 1983. <br /> <br />CITY ATTORNEY <br />RIVERSIDE Attest: <br />CALI FORNI A <br /> <br />M <br /> <br /> <br />~ <br />of Riverside <br /> <br />H6~k a~ ~ <br />Ci Y Clerk of th Clty of Rlverside <br />
