<br />6 <br />7 <br />8 <br />9 <br />10 <br /> <br />11 <br />12 <br />13 <br /> <br />14 <br /> <br />15 <br /> <br />16 <br /> <br />17 <br /> <br />18 <br /> <br />19 <br /> <br />20 <br /> <br />21 <br /> <br />22 <br />23 <br />24 <br /> <br />25 <br /> <br />26 <br /> <br />27 <br /> <br />28 <br /> <br />29 <br /> <br />30 <br />31 <br /> <br />32 <br /> <br />CITY ATTORNEY <br />RIVERSIDE <br />CALI FORNIA <br /> <br />RESOLUTION NO. 14870 <br /> <br />2 <br />3 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />RIVERSIDE, CALIFORNIA, AUTHORIZING WAIVER OF <br />FORMAL BIDDING AS REQUIRED BY P~SOLUTION NO. 14797 <br />WITH RESPECT TO THE PURCHASE FROM JAGUAR COMPUTER <br />SYSTEMS OF ONE DATA PRODUCTS BP 1500 PRINTER <br />FOR THE DATA PROCESSING DIVISION. <br /> <br />4 <br /> <br />5 <br /> <br />WHEREAS high speed printers are a very critical portion <br /> <br />of the City's data processing operation, in that efficiency <br /> <br />of the utility billing system is dependent on the City's <br /> <br />ability to daily produce high print quality monthly utility <br /> <br />statements which are automatically optically scanned as they <br /> <br />are paid; and <br /> <br />WHEREAS the condition of the City's printers has reached <br /> <br />the point that the City is not able to consistently produce <br /> <br />high quality print; and <br /> <br />WHEREAS this problem results in delays in the City's <br /> <br />billing process, and delays in posting payments to customer's <br /> <br />accounts; and <br /> <br />WHEREAS even though funds were not included in the <br /> <br />1982/83 budget for replacement of a printer, said printer <br /> <br />could be purchased from the savings of equipment items purchased <br /> <br />with the Certificates of Participation authorized by the City <br /> <br />on January 11, 1983; and <br /> <br />WHEREAS due to the complexity of computer equipment and <br /> <br />the wide variety of capabilities, print quality, service, and <br /> <br />expected longevity, the City's competitive bidding procedure <br /> <br />must be waived with respect to the "lowest responsible bidder" <br /> <br />requirement; and <br /> <br />WHEREAS as an alternative to the formal bidding procedure <br /> <br />the City prepared a Request for Proposals setting forth the <br /> <br />City's requirements for a printer; and <br /> <br />WHEREAS proposals were received and evaluated for overall <br /> <br />capabilities and the recommended choice is the proposal submitted <br />
