CITY OF RIVERSIDE <br /> AGENCY MEMORANDUM <br /> <br />Honorable Mayor <br />and Redevelopment Agency <br /> <br /> Date: August 22, 2000 <br />Item No.: 6 <br /> <br />Subject: Request Approval of Contract for Comprehensive Downtown Parking Study <br /> <br />Background <br /> <br />On March 21, 2000, the Redevelopment Agency authorized staff to solicit proposals for a Comprehensive <br />Downtown Parking Study ("the Study"). The area to be studied is bounded by Fourteenth, Lime, Third and <br />Market Streets. <br /> <br />The major purpose of the Study, is to evaluate current operational policies and management tactics that exist with <br />respect to municipal parking facilities as well as all on- and off-street parking issues to determine current and <br />future parking supply and demand. <br /> <br />Current Issue <br /> <br />On July 25: 2000, the Redevelopment Agency approved in concept awarding the contract to Wilbur Smith <br />Associates (WSA) for preparation of the Study. Staff was also authorized to prepare the necessary contract and <br />return at a later date. <br /> <br />Analysis <br /> <br />Of the three proposals received, WSA submitted the most responsive proposal, which included extensive <br />experience in municipal parking studies, including a recent parking study prepared for the County of Riverside. <br />WSA has diverse and comprehensive experience in municipal parking, transportation planning and design, having <br />completed over 300 parking projects nationally and internationally. With a local office in Anaheim, they offer the <br />Agency all of the necessary qualifications and experience to undertake this project. <br /> <br />Fiscal Impact <br /> <br />Funding sources are available in the Airport/Downtown Professional Services Account 2830802-421002 <br />($15,000), California Tower Professional Services Account 2830831-421000 ($15,000) and Parking Professional <br />Services Account 2830810-421000 ($30,000). <br /> <br />Alternatives <br /> <br />The Agency may not agree that a comprehensive parking study is necessary at this time. However, the Agency <br />loses the opportunity to evaluate the proper usage of current parking spaces to serve the diverse parking needs and <br />the potential of creating additional parking downtown, and could omit important technical input !nto the <br />upcoming specific planning process. <br /> <br />Recommendations <br /> <br />That the Redevelopment Agency: <br /> <br />1. Approve awarding the contract to Wilbur Smith Associates for the preparation of a Comprehensive <br /> Downtown Parking Study for a contract price not to exceed $56,610; and <br /> <br />2.
