MINUTES <br />CODE OF ETHICS ADJUDICATING BODY <br />City of Riverside <br />Friday, March 28, 2014, 3 p.m. <br />Mayor's Ceremonial Room <br />PRESENT: Chair Deborah Macias and Members David Barnhart, Art Butler, <br />Pamela Brown, and Gary Christmas <br />ABSENT: Leonard Doup (Alternate) <br />STAFF PRESENT: Colleen Nicol, Gregory Priamos, Robert Hansen, and Neil Okazaki <br />ALSO PRESENT: Jason Hunter, Doug Smith, Javier Moreno, Vivian Moreno, and <br />Raychele Sterling <br />Chair Macias called the meeting to order at 3 p.m. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Raychele Sterling spoke regarding the complaint before the Adjudicating Body, the Federal <br />Bureau of Investigation, and the Inland Empire Corruption Task Force. Jason Hunter <br />spoke regarding the intent of Mr. Adams' actions cited in the Code of Ethics complaint. <br />CODE OF ETHICS COMPLAINT <br />Vivian Moreno made a statement on behalf of the complainants regarding the Code of <br />Ethics complaint filed by Vivian and Javier Moreno against Councilmember Adams relative <br />to the Governmental Affairs Committee and City Council discussions regarding <br />amendments to Request for Proposal language. The complaint alleges violations of the <br />following sections of the Code of Ethics: (1) creating trust of local government; (2) making <br />unbiased, fair, and honest decisions; (3) use of office for services to the public good and <br />not for personal or private gain; and (4) ensuring against undue influence. <br />Doug Smith, representing Councilmember Adams, submitted documents including a <br />position statement from his client citing absence of evidence supporting the allegations <br />contained in the complaint. <br />The public hearing was officially closed. <br />Following discussion, a motion was made by Member Barnhart and seconded by Member <br />Christmas finding that the evidence presented does not support a finding of a violation of <br />the Code of Ethics by Councilmember Adams. Motion carried unanimously. <br />The Code of Ethics Adjudicating Body adjourned at 3:38 p.m. <br />ADJ BODY -1 <br />
